Speaking at the opening of the workshop, Associate Professor, Dr. Tuong Duy Kien, Director of the Institute of Human Rights, Ho Chi Minh National Academy of Politics, emphasized: Vietnam has entered the population aging stage since 2011. As of February 2023, the country has more than 16.1 million elderly people, accounting for 16.1% of the total population, and it is forecasted that by 2036, Vietnam will become a country with an elderly population. The increase in the elderly population not only brings knowledge, experience, labor and social cohesion, but also poses challenges in policies, laws and socio-economic development programs.
The Director of the Institute of Human Rights suggested that delegates focus on discussing the current state of population aging and the rights of the elderly in Vietnam in the context of the general context of the region and the world; policies, laws and mechanisms to ensure the rights of the elderly in the context of population aging in Vietnam today; Proposing solutions to create a friendly living environment, helping the elderly "age healthily and positively".

The workshop was held in 2 sessions. Session 1 focuses on the theme of population aging, international experience and reference lessons for Vietnam. The second session has the theme: Law and practice of Vietnam on ensuring the rights of the elderly.

In addition, the workshop also included a round-trip discussion on the topics of population aging and impacts on human rights; promoting and protecting the rights of the elderly in Vietnam.
Through the workshop, delegates contributed to the process of building a new system of policies for the elderly, especially in the context of Vietnam implementing Resolution 72-NQ/TW and the National Strategy for the elderly to 2035, with a vision to 2045.
