On July 21, the working delegation of the Ministry of Ethnic Minorities and Religions led by Deputy Minister Nguyen Hai Trung worked with the People's Committee of Lao Cai province on the implementation of the second component of the National Target Program for the period 2026-2030. The inspection delegation aims to assess the implementation results, identify difficulties, and urge overcoming them so that resources can soon be effective, according to the Ethnic Minorities and Religions e-Portal.
According to the People's Committee of Lao Cai province, ethnic minorities account for 60.9% of the province's population; the province has 95 communes in ethnic minority and mountainous areas, 1,033 particularly difficult villages. In the 2021-2025 period, Program 1719 contributes to poverty reduction, income improvement and infrastructure improvement.
In the 2026-2030 period, the province is expected to propose 103 projects with a total capital of about 823.6 billion VND, and at the same time review 266 urgent projects on water, electricity, disaster prevention and control and population arrangement, with a total demand of about 811 billion VND. However, the disbursement progress of capital transferred from Program 1719 is still slow, reaching only 5.8% as of June 18.
Before the working session, the working delegation surveyed Vo Lao commune, noting that some projects were effective and the disclosure and supervision of investment were basically implemented. However, there are still shortcomings such as incomplete commune-level plans, unsynchronized data after arrangement, limited maintenance funds, and incomplete livelihood needs review. Vo Lao commune alone still has more than 8.597 billion VND of transferred capital that has not been disbursed.
Leaders of Lao Cai province said that they will review all transitional capital sources, adjust between localities and projects according to their authority, complete the 2026 plan and propose appropriate counterpart capital levels.
Concluding the working session, Deputy Minister Nguyen Hai Trung requested the province to consider the implementation of the Program as a key task in 2026, implemented according to the principle of "clear people, clear tasks, clear responsibilities, clear time, clear results, clear authority".
The Deputy Minister emphasized not to "infrastructure" the second component but to prioritize the development of production, livelihoods, jobs, and improve people's income. At the same time, it is required to review each project, develop monthly disbursement plans, strengthen supervision based on output results and report recovery results in July 2026.
