The Central Steering Committee for National Target Programs for the period 2021-2025 has drafted a report "Summary of the implementation of the National Target Program for Socio-Economic Development in Ethnic Minority and Mountainous Areas for the period 2021-2030, phase I: from 2021 to 2025".
According to the draft, regarding the content of the 2026 - 2030 program, some recommendations from localities on the Phase II Program include:
Increase the ratio of investment capital (investment capital accounts for at least 70%, career capital: about 30%) and increase the minimum investment level by 1.5 times compared to the period of 2021-2025. To facilitate the locality in having time to implement, it is recommended to allow the time to disburse the capital of the Program throughout the Program implementation period.
There is a specific priority mechanism for mobilizing and allocating official development assistance (ODA) capital to increase investment capital for the Program.
Study the mechanism for implementing the Program in the direction of issuing the Framework Program; on that basis, the central level allocates targets, targets, and funding to localities in a concise form; specifically implement the delegation of authority to localities to suit actual conditions to achieve the targets and targets of the Program.
Propose to issue a set of mechanisms for management, operation and capital to implement the Program for the 2026-2030 period before December 31, 2025 so that ministries, branches and localities can implement it right from the beginning of the 2026-2030 period ( avoiding the slow implementation of the Program and the issuance of guiding documents and management of the Program as in the 2021-2025 period).
Building a team of cadres and civil servants working in ethnic affairs, especially grassroots cadres, must be enthusiastic, responsible, dynamic, have a thorough understanding of policies and laws, " daring to think, daring to do" to organize the implementation of the Program, and at the same time propagate and mobilize people to participate in implementing the Program.
Continue to innovate forms of propaganda; propaganda work must be associated with actions, direction, and effective practical models; promptly encourage, motivate, and reward those who actively respond to participate and comply with the Party's policies and the State's laws.
There are appropriate policies to mobilize and attract partners, investors, and key enterprises to invest in ethnic minority and mountainous areas (special incentive policies for investors and enterprises investing in ethnic minority and mountainous areas, training, and employing ethnic minority workers).
For training and fostering to improve the quality of human resources: build a policy mechanism for use, recruit ethnic minority students to send for admission, create human resources for ethnic minority cadres, avoid wasting the training budget.
Strengthen the responsibility of ministries and agencies in charge of projects and sub-projects in guiding and removing difficulties and obstacles in implementation. Enhance the responsibility of localities in proactively researching and implementing the Program, avoid the situation of "fear of responsibility", and push up to higher levels for work under the scope, authority, and responsibility of the grassroots level.
Strengthen inspection, supervision and prevention of violations in the implementation organization; improve the quality and effectiveness of leadership, direction, management and operation of the Program.
