In August 2026, Lao Cai functional forces handled 238 violations, collecting more than 6.5 billion VND for the budget.
According to the Steering Committee 389 of Lao Cai province, the market in August was basically stable, and the supply of goods for production and consumption was guaranteed. Total retail sales of goods and social service revenue are estimated at 8,200 billion VND, an increase of 2% compared to the previous month and 18% compared to the same period in 2025.
The total value of import and export, trading, and exchange of goods through border gates is estimated at 390.7 million USD, an increase of 5% compared to July and 14.3% compared to the same period in 2025.
In the context of increasing trade activities, functional forces strengthen inspections from border areas, border gates to the domestic market. On the border line, the main violations are cigarettes, frozen food, processed earth lobsters, mobile phones and tablets.
In the domestic market, violations are concentrated in groups of goods such as food, alcohol, confectionery, cosmetics, children's toys, pesticides, fake motorbike parts, and fake branded clothes and shoes.
Violation methods are increasingly diverse, including hiding and mixing goods in vehicles and containers; taking advantage of documents to legalize goods; dividing goods into smaller portions for transportation across borders. In the digital environment, some subjects livestream selling goods, do not publicize business locations, use non-genuine bank accounts and hire delivery services as intermediaries. The report also recorded the use of AI technology to cut and paste images of doctors, experts, and celebrities for false advertising.
In August, the whole province discovered, inspected and handled 238 violations, including 63 cases of illegal trading and transportation of prohibited goods and smuggled goods; 129 cases of trade fraud and tax evasion; 46 cases of counterfeit goods, fake goods, and intellectual property infringement. Among them, 15 cases/36 subjects were criminally handled, and 217 cases were administratively handled.
The total amount collected and paid to the state budget reached 6,539.8 million VND. Of which, administrative violations were fined 3,066.7 million VND; additional fines and tax arrears were fined 3,462 million VND; sale and liquidation of confiscated goods was 11 million VND. The value of confiscated exhibits waiting for processing is 63.6 million VND, goods destroyed in the period are worth 749.6 million VND; the total value of processing reached 7,353 million VND.
The Provincial Police discovered, arrested, and handled 70 cases/89 subjects, of which 14 cases/33 subjects were criminally handled. Customs handled 24 cases/21 subjects; Tax authorities handled 53 cases/53 subjects, with a budget contribution of 5,165.5 million VND; Market management handled 67 cases, collecting 783.4 million VND for the budget. Forest rangers handled 14 cases/16 subjects; the health sector handled 8 cases/8 subjects.
In September, the Provincial Steering Committee 389 determined to strengthen control of goods serving the new school year, Mid-Autumn Festival and agricultural production such as confectionery, soft drinks, books, school supplies, plant varieties, fertilizers, and pesticides.
On the border line, forces continue to coordinate to control import and export activities, focusing on goods with high tax rates, conditional import and export goods and goods on the list of prohibited goods. In the domestic market, the Police and Market Management strengthen inspection of warehouses, yards, business establishments and activities in the digital environment; and at the same time promote data sharing, information reception and propaganda for people to participate in detecting and denouncing violations.
