After arranging administrative units, Ia Hrung commune (Gia Lai) has an area of more than 169km2, a population of about 37,219 people, mainly Jrai ethnic people, living in 41 villages and hamlets. The area has many particularly difficult areas, uneven education levels, and some potential security and order issues.
Faced with that reality, implementing the guidance of the Ministry of Public Security and Gia Lai Provincial Police on building the "Skillful Mass Mobilization" model, Ia Grai District Police (old) selected Ia Sao commune (old) to pilot the "Sunday to the Village" model.
The model steering committee consists of 9 members, and the working group assigns officers and soldiers to stick to the area according to the motto "eating together, living together, working together, speaking local languages together". Officers are trained in ethnic minority languages to improve the effectiveness of propaganda and mobilization.
Over the implementation period, the model organized 74 focused and mobile propaganda sessions, attracting 12,200 participants. The content focused on laws on security, order, traffic safety, drug prevention and control, cyber fraud, early marriage and consanguineous marriage.
In 12 pilot villages and hamlets, the social order situation has changed positively. In 2024, there were 3 cases, in 2025 it decreased to 2 cases and in the first 6 months of 2026, no cases were recorded. The situation of teenagers stealing coffee no longer occurs; traffic accidents decreased on all 3 criteria.
Officers and soldiers coordinated to activate more than 5,255 level 2 electronic identification accounts; organized more than 120 patrols to protect the coffee harvest season, support people to harvest and clean up the environmental landscape.
From the actual effectiveness, after arranging commune-level administrative units, Ia Hrung Commune Police continued to maintain and replicate the model throughout the area. Thereby contributing to consolidating the people's security posture and strengthening the close relationship between the police force and the people.
The "Sunday to the Village" model of Ia Hrung Commune Police was recognized by the Central Propaganda and Mass Mobilization Commission (now the Central Propaganda and Mass Mobilization Commission) in 2025 as a typical model in studying and following Ho Chi Minh's ideology, ethics, and style in the Central - Central Highlands region in 2025. This contributes to spreading the emulation movement "Three Firsts: Most Disciplined - Most Loyal - Closest to the People" throughout the force.
