On April 11, information from the People's Committee of Nghe An province said that the province has issued a document directing departments, branches and People's Committees of communes and wards to implement the contents on establishing urban administrative units according to Official Dispatch No. 365/TTg-TCCV dated April 6, 2026 of the Prime Minister.

Accordingly, the Department of Home Affairs is assigned to preside over and coordinate with the Department of Construction and relevant agencies and units to advise on the development of implementation plans, and send them to the Provincial People's Committee before June 10, 2026 to summarize and report to the Ministry of Home Affairs and the Ministry of Construction. People's Committees of communes and wards are responsible for researching and implementing them in accordance with their authority and current regulations.
According to the People's Committee of Nghe An province, the establishment of urban administrative units is an important step to improve the effectiveness of state management, promote urban development in a modern and synchronous direction. However, the implementation process may entail difficulties in urban standards, investment resources and organizational structure.
Official Dispatch No. 365/TTg-TCCV dated April 6, 2026 of the Prime Minister clearly defines the key tasks in establishing urban administrative units. Specifically, by 2030, the urbanization rate of the whole country must reach over 50%, in which in 2026 some provinces will be developed into cities, and communes that meet the conditions will be upgraded to wards.
The official dispatch also requests localities to comprehensively review the conditions and standards for establishing cities and wards according to the provisions of the 2025 Law on Organization of Local Government and related resolutions; develop specific plans and projects, ensuring compliance with planning and practical conditions.
For communes that meet the conditions, especially communes formed from previous towns, it is necessary to urgently complete dossiers and submit them to competent authorities for consideration and decision on establishing wards as soon as possible.
In addition, the Ministry of Home Affairs is assigned to guide and urge localities to complete the establishment of wards before June 2026; the Ministry of Construction to complete the overall urban system plan, guide urban classification according to new regulations. Localities must report on the implementation progress before June 15, 2026 to summarize and report to the Government and the Prime Minister.
