According to the Khanh Hoa Provincial Police Electronic Information Portal, after arranging administrative units and merging communes, forces participating in ensuring security and order at the grassroots level are reviewed and consolidated by the commune level in accordance with the new area. The Internal Security Department, Khanh Hoa Provincial Police coordinates and provides professional guidance. By the end of July 2025, security teams at the grassroots level will be basically consolidated and put into stable operation.
For example, Tay Ninh Hoa commune (Khanh Hoa) has 13 villages that have been consolidated with 13 security teams, ensuring that each village has a core force participating in maintaining security and order.
Along with guiding commune levels to consolidate forces, the Internal Security Department promotes the work of taking advantage of village elders, village chiefs, reputable people and core masses in the area.
On June 19, 2026, officers of the Internal Security Department coordinated with commune-level police to go to the grassroots level to grasp the situation, meet village elders, reputable people and core masses. This is a force that is attached, understands the area, and supports functional forces to firmly grasp the situation right from the grassroots level.
Thanks to that, the forces participating in ensuring security and order at the grassroots level and the core staff have been effective in promptly grasping the security and order situation; detecting and reflecting conflicts within the people; participating in mediation and coordinating to resolve complex cases right from the grassroots level, without prolonging or arising hot spots.
The consolidation and promotion of forces participating in ensuring security and order at the grassroots level contributes to building a solid people's security posture in ethnic minority areas.
