Deputy Prime Minister Pham Thi Thanh Tra signed Decision No. 470/QD-TTg dated March 24, 2026 approving the Project "Developing the contingent of cadres, civil servants, and public employees of ethnic minorities in state agencies and public non-business units in the period 2026 - 2030, with orientations to 2035" (Project).
The core objective of the Project is to improve the quantity, quality and ensure a reasonable structure for this team, especially at agencies in charge of ethnic minority affairs and mountainous localities.
The project aims to build a team of professional officials, meeting the requirements in the new situation. This not only helps strengthen the grassroots political system but is also associated with the goal of sustainable multidimensional poverty reduction through local human resource development. The project sets a roadmap to strive to achieve 80% of the targets in the period 2026 - 2030 and complete 100% in the period 2030 - 2035.
Regarding the proportion of cadres, at the provincial and centrally-run city levels, the payroll assigned to ethnic minorities is allocated based on population size.
Specifically, localities with ethnic minorities accounting for 5% to less than 10% of the population, the corresponding proportion of officials needs to reach 3% - 5%. In places with 10% to less than 30% of the population, the payroll fluctuates from 5% - 10%.
The next milestones are respectively: 10% - 15% payroll for areas with 30% to less than 50% population; 15% - 20% payroll for areas with 50% to less than 70% population. In particular, provinces with over 70% ethnic minorities must ensure at least 20% payroll for this group.
At the commune, ward and special zone levels, the proportion of staff also gradually increases according to population size. Localities with 5% to less than 10% of ethnic minorities need to ensure at least 5% of commune-level officials.
The payroll ratio increased to 5% - 15%, 15% - 25% and 25% - 35% for communes with this population group, accounting for 10% to under 30%, 30% to under 50% and 50% to under 70% respectively. In places where over 70% of the population is ethnic minority, commune-level payroll must reach from 35% to 50%.
Regarding leadership structure, the Project requires reasonable allocation of management titles. At the Ministry of Ethnic Minorities and Religions, ethnic minority officials need to account for 20% - 25% of the total number of leadership titles.
Departments, boards, and equivalent organizations under ministries, ministerial-level agencies, as well as the Committee for Ethnic Minorities under the Provincial People's Council and the Department of Ethnic Minorities and Religions must have at least 1 position of head, deputy head or 1 planned leadership position of ethnic minorities.
In localities, in the total number of ethnic minority officials, the group holding management positions must reach at least 10% at the provincial level and 20% at the commune level. Public non-business units with 30% or more of personnel being ethnic minorities are required to have management officials belonging to this group. Notably, women must account for at least 20% of the total proportion of ethnic minority officials specified.
In parallel with quantity, the Project emphasizes the requirement to improve quality. Ethnic minority cadres will be trained in expertise, political theory, and state management skills. The training program also focuses on science and technology, digital transformation, informatics, foreign languages or ethnic minority languages to meet the requirements of modern job positions.
To realize the above goals, ministries, branches and localities will focus on perfecting institutions, promoting the stage of creating sources and recruiting. The process of fostering, supervising and evaluating the effectiveness of using ethnic minority cadres will also be implemented synchronously and closely in the coming time.
