This decision takes effect from April 3, 2026.
Common forms, methods and responsibilities in coordination include: Providing and exchanging information in writing; seeking unified opinions in advising on the drafting of directives, resolutions, projects, programs, plans, reports, and other documents of the Provincial Party Committee and Provincial People's Committee to resolve ethnic, religious, and belief issues.
Agencies and units that are consulted must respond on time as requested, clearly stating the agreed or disagreed opinions and reasons; in case the deadline is exceeded and there is no response, it is understood as agreement and they are responsible for the content proposed for coordination.
Share, update, and exploit information related to ethnic minorities, beliefs, and religions within the scope of the area in charge and data software common to the whole province (if any). Agencies and units exploiting and using information must comply with specialized legal regulations and ensure security requirements (if any).
Organize conferences, seminars, inter-sectoral meetings periodically and unexpectedly to unify the content of advice; preliminary and summary conferences to evaluate results and advise on new tasks.
Organize inspections; resolve complaints and denunciations, pressing issues in the people; prevent and combat corruption, wastefulness, and negativity related to ethnic minorities, beliefs, and religions; handle and orient public opinion related to ethnic minorities, beliefs, and religions.
Regarding the content of coordination and advice: Policy development; concretizing ethnic, religious, and belief policies; formulating plans, projects, and programs for ethnic minorities, beliefs, and religions in the province; deciding on the delimitation of ethnic minority and mountainous areas.
Organize the implementation of policies and laws in the field of ethnicity, beliefs, and religions; issue documents directing and guiding the implementation of the field of ethnicity, beliefs, and religions; organize provincial-level congresses of ethnic minorities; organize conferences to commend advanced examples of ethnic minorities.
Propagating and disseminating guidelines, policies, and laws in the field of ethnicity, beliefs, and religion; mobilizing people in ethnic minority and mountainous areas and religious people to well implement the Party's guidelines, policies, laws of the State, and patriotic emulation movements in the province.
Resolving administrative procedures with content related to ethnic minorities, beliefs, and religions according to regulations; managing religious and belief establishments; managing new types of beliefs and religious phenomena.
Resolving land policies for ethnic minorities; land issues related to beliefs and religions according to legal regulations; issues of architecture, planning, construction, restoration, embellishment, repair, and upgrading of religious and belief works.
Manage publishing, printing and distribution activities of printed products; disseminate, export, and import cultural products in the fields of ethnicity, belief, religion; medical, educational, social protection, charity, humanitarian, and vocational training activities of religious organizations and individuals.
Training, fostering, and professional training for cadres and civil servants working in ethnic, religious, and belief affairs; preliminary and final reviews of directives, resolutions, conclusions, and ethnic and religious policies.
Manage religious and belief activities with foreign elements and ethnic and religious diplomacy, people-to-people diplomacy and international cooperation in the field of ethnicity and religion.
Coordinate in inspection, examination, and handling of violations related to ethnic minorities, beliefs, and religions; resolve complaints, denunciations, petitions, and reflections on ethnic minorities, beliefs, and religions under the authority of the Provincial People's Committee; resolve issues related to ensuring national security, religious security, political stability, and socio-economic development throughout the province.
