The National Assembly is increasingly clearly showing its role in taking a step forward in institutions.
Speaking to direct at the Anniversary Ceremony, General Secretary To Lam said that exactly 80 years ago, responding to the call of beloved President Ho Chi Minh, on January 6, 1946, for the first time in national history, Vietnamese people aged 18 and over, regardless of gender, social background, ethnicity, religion or opinion, directly held the ballot to choose their representatives to the highest state power body.
In the context that the country has just gained independence, the revolutionary government is still young, enemies in and out surround, the General Election is still democratically, publicly, seriously and successfully organized, with a voter turnout of up to 89%.
The results have elected 333 National Assembly deputies, vividly reflecting the broad representativeness, the spirit of great national unity, with the participation of parties, social classes, ethnic groups, and religions of all three regions of North - Central - South" - General Secretary To Lam emphasized.
According to the General Secretary, the 1946 General Election was organized according to the most progressive democratic principles: universal, equal, direct and secret ballot.
That historical event became a glorious milestone, marking the first leap in development of the democratic institution of the new Vietnamese State, affirming a great truth: State power belongs to the people.

The victory of the first General Election is not only the result of the patriotism, the will for independence and freedom of the nation, but also a vivid proof of the correct and creative revolutionary path of the Communist Party of Vietnam and President Ho Chi Minh, opening a new era in the history of building the State of the people, by the people and for the people.
According to the General Secretary, through 80 years of accompanying the nation and 15 terms of operation, the National Assembly of Vietnam has continuously grown and strengthened, affirming its role as the center of national political and legal life, as a constitutional institution holding a key position in building and perfecting the socialist rule-of-law state of Vietnam.
In the field of constitutional and legislative law, the National Assembly has promulgated 5 Constitutions, associated with major turning points of the Vietnamese revolution.
In particular, the National Assembly of the XV term passing the Resolution amending and supplementing a number of articles of the Constitution marked a new step in the history of constitutionalization, constitutionalizing the model of two-level local government organization, streamlining the apparatus, improving the effectiveness and efficiency of national governance, meeting the development requirements in the new period of the country.

Continue to improve the quality of questioning activities
Throughout that 80-year journey, the National Assembly has always been closely associated with the people, listening to the voices of the people, truthfully reflecting the will and aspirations of the people, worthy of being the vivid embodiment of the great national unity bloc, the highest representative body of the people, the highest state power body of the Socialist Republic of Vietnam.
For Vietnam to become a developed, powerful, prosperous and happy country, according to General Secretary To Lam, the role of the National Assembly in building development institutions is of particular importance.
Without breakthroughs in institutions and laws; without a National Assembly with bravery, intelligence, drastic action and high responsibility, those great goals will hardly become reality" - the General Secretary said.

The General Secretary said that the National Assembly needs to continue to promote the glorious 80-year tradition, take a step ahead in terms of institutions, and bravely decide on difficult issues, new things, and unprecedented fields; paving the way for innovation, for rapid and sustainable development of the country.
In addition, General Secretary To Lam proposed that the National Assembly should continue to build the National Assembly to truly be the highest state power body, promoting democracy, rule of law, modernity, professionalism; publicity, transparency, effectiveness, and efficiency in organization and operation.
Continue to strongly innovate legislative thinking, in the direction of building and leading development. Promote strategic breakthroughs, build a new development ecosystem; focus on completing and synchronizing institutions to develop the country quickly and sustainably.
At the same time, fundamentally innovate, improve the quality and efficiency of legislative activities, ensure national governance by the Constitution and laws, and meet the requirements of international integration.
In addition, improve the quality of supervision, consider supervision as a constructive tool, promoting development, linking "building" with "resistance", taking "building" as fundamental and long-term. Continue to improve the quality of questioning, explanation, and supervision of legal documents; pay attention to monitoring, considering, and urging the implementation of recommendations after supervision; strictly implement the vote of confidence of the National Assembly.
