In the process of building a 2-level local government, Tay Ninh identifies synchronous and interconnected data as a key factor to improve operational effectiveness and efficiency. Connecting information across levels and sectors helps shorten dossier processing time, improve service quality for people and businesses, towards a transparent and modern administration.
However, the implementation process still reveals many "bottlenecks". The data system is not synchronized, the connection is not seamless from receiving to processing dossiers, affecting the progress of work resolution.
According to VNA, in Hao Duoc commune, there are 13 hamlets with 32,503 people, after arranging administrative units, the apparatus is basically stable. By mid-April 2026, budget revenue reached 34.04%; more than 90% of people participated in health insurance; the rate of clean water use reached 78.94%; the locality registered to develop 2 OCOP products in 2026.
However, administrative reform is still limited. In the first quarter of 2026, the commune ranked 47th in providing online public services, but the weekly ranking is not stable.
According to Mr. Nguyen Tien Hung - Deputy Secretary of the Commune Party Committee, the main reason is that people have not proactively used online public services; the process of interconnecting dossiers still goes through many levels, easily delayed.

In Hoa Hoi commune - a border area 24km long bordering Svay Rieng province (Cambodia), the apparatus has been consolidated, socio-economic development is stable, and the fields of culture, education, health, and social security are guaranteed. The locality has listed 306 administrative procedures in 9 fields; a total of 5,578 dossiers, 5,436 dossiers have been resolved (3,460 ahead of schedule, 1,976 on schedule, no dossiers delayed).
Faced with these difficulties, Vice Chairman of the Provincial People's Committee Huynh Van Son said that the province assigned the Department of Home Affairs to review the needs of staffing, advise on plans to supplement and regulate appropriately; complete the approval of job positions, and guide the arrangement of officials according to their expertise.
Regarding information technology infrastructure, the Department of Science and Technology is assigned to review and upgrade the system, ensuring stable operation and data intercommunication; supporting localities to improve digital transformation efficiency. Departments and sectors are also required to issue clear documents with appropriate roadmaps, strengthen guidance, and limit rush to put pressure on the grassroots level.
In the coming time, Tay Ninh requests localities to review all targets for 2026, develop monthly and quarterly operating plans, ensuring clear people, clear tasks, and clear progress. At the same time, promote administrative reform, apply information technology, ensure 100% of dossiers are resolved correctly and ahead of schedule, and link results with cadre evaluation.
Removing "bottlenecks" in data, human resources and infrastructure is expected to create a foundation for 2-level local authorities to operate effectively, meeting development requirements in the new stage.
