On June 23, Lao Cai Provincial Police said that Xuan Hoa Commune Police promptly supported a disabled citizen in difficult circumstances to carry out ID card procedures, thereby spreading the spirit of being close to the people, serving the people of the grassroots police force.
Responding to the "Three Firsts" emulation movement launched by the Ministry of Public Security with the motto "Most Disciplined - Most Loyal - Closest to the People", in the past time, Xuan Hoa Commune Police has implemented many practical activities, associated with the task of administrative reform and improving the quality of service to the people.

During the process of reviewing citizens who have not been issued ID cards in the area, the Commune Police force discovered that Mr. Hoang Van Duong (born in 1986, residing in Mai Thuong village, Xuan Hoa commune) had many difficulties in walking due to an accident leading to spinal cord injury and complete spinal cord paralysis. His family circumstances are also difficult.
Based on the actual needs of the people, on June 22, Xuan Hoa Commune Police arranged officers and vehicles to come to the house to support bringing Mr. Duong to the Commune Police headquarters to carry out ID card issuance procedures according to the provisions of the ID Law.
After completing the steps to receive the dossier, the police force continued to bring him back home safely.

Although the work is small, it is of practical significance, showing the spirit of responsibility, dedication and closeness to the People of the grassroots Public Security force. At the same time, this is also a specific activity contributing to spreading the effectiveness of the "Three-First" emulation movement, creating favorable conditions for people to access public administrative services.
In the coming time, Lao Cai Provincial Police will continue to direct grassroots-level police forces to promote administrative reform, improve the quality of service to the People, and build the image of regular, friendly, responsible and dedicated People's Police soldiers serving the People.
