YouMe Law Company Limited said: Currently, according to the method of calculating salaries for cadres and civil servants guided by the Ministry of Home Affairs, the salary of the Secretary of the Commune Party Committee is calculated according to the formula: Salary = Salary coefficient x Base salary.
Accordingly, in Joint Circular No. 01/2005/TTLT-BNV-BTC of the Ministry of Home Affairs and the Ministry of Finance, the Secretary of the Commune Party Committee has a level 1 salary coefficient of 2.35 and a level 2 salary coefficient of 2.85. Based on Clause 2, Article 3 of Decree No. 161/2026/ND-CP, the base salary from July 1, 2026 is 2,530,000 VND/month.
Thus, from July 1, 2026, the salary of the Secretary of the Commune Party Committee is 5,945,500 VND/month or 7,210,500 VND/month, depending on the applied salary coefficient. In fact, income may be higher depending on seniority, job position, and working area. This salary level does not include allowances, subsidies, and other increased salaries.
In case commune officials have met the standards for professional qualifications, they will be implemented according to Clause 1, Article 16 of Decree 33/2023/ND-CP, which specifically stipulates:
The salary coefficient of commune-level cadres graduating from training levels according to standards on professional qualifications is ranked as administrative civil servants with the same training level specified in the professional and nghiệp vụ salary scale for cadres and civil servants in state agencies issued together with the Government's Decree on the salary regime for cadres, civil servants, public employees and armed forces.
