Deputy Minister of Ethnic Minorities and Religious Affairs Nguyen Hai Trung chaired a meeting with the Drafting Committee to develop a Decree detailing a number of articles and measures to organize and guide the implementation of the Law on Belief and Religion.
Deputy Minister Nguyen Hai Trung said that the Law on Belief and Religion was passed by the 16th National Assembly at the First Session and will take effect from January 1, 2027.
According to the provisions of the Law, the Government is assigned to detail many important contents, and at the same time issue measures to organize and guide the implementation of the Law.
This is an important task to ensure that the provisions of the Law soon come into life, contributing to improving the effectiveness and efficiency of state management in the field of belief and religion.
Deputy Minister Nguyen Hai Trung emphasized that, according to Decision No. 959/QD-TTg of the Prime Minister, the Ministry of Ethnic Minorities and Religious Affairs is assigned to preside over the development of the Decree to submit to the Government in October 2026.
While the implementation time is not much left, the workload is very large and there are many complex contents, requiring close coordination and high responsibility from members of the Drafting Committee as well as relevant agencies and units.
To ensure the progress and quality of building the Decree, the Deputy Minister requested the Drafting Committee to study and group the contents of the draft into key areas including beliefs, religions and administrative procedures, thereby facilitating the process of reviewing, discussing and completing the draft.
The Deputy Minister also noted that the regulations being developed must ensure feasibility, closely follow reality, and at the same time meet the requirements of promoting administrative procedure reform, strengthening the application of information technology and digital transformation in state management of beliefs and religions.
Discussing at the meeting, members of the Drafting Committee focused on contributing opinions on the scope of regulation, draft layout, contents of inheritance, amendments, supplements as well as new regulations related to religious and belief activities in cyberspace, decentralization, delegation of power and administrative procedure reform in the field of belief and religion.
The opinions at the meeting basically agreed with the necessity of issuing the Decree, and at the same time proposed to continue reviewing and perfecting the regulations to ensure synchronization and consistency with the 2026 Law on Belief and Religion and related legal regulations; ensuring feasibility when implemented in practice.
Deputy Minister Nguyen Hai Trung acknowledged and highly appreciated the sense of responsibility of the members of the Drafting Team, the Working Group and agencies and units participating in contributing opinions to the draft Decree.
Leaders of the Ministry of Ethnic Minorities and Religious Affairs requested the Drafting Committee to fully absorb the comments at the meeting, continue to carefully review each clause, ensure constitutionality, legality, unity in the legal system and feasibility when implementing.
It is proposed that the Drafting Committee urgently complete the draft Decree according to the set plan. At the same time, special attention should be paid to the contents of decentralization, delegation of power, administrative procedure reform and application of information technology, digital transformation in state management of beliefs and religions, thereby contributing to improving the effectiveness and efficiency of state management and meeting practical requirements in the new period.
