According to the National Center for Hydro-Meteorological Forecasting, at 9 am this morning, August 23, the center of storm No. 4 was located at about 20.7 degrees North latitude 0 - 107.9 degrees East longitude, over the sea area of Quang Ninh-Hai Phong, 130 km east of Quang Ninh, 140 km east-northeast of Hai Phong City, about 65 km north of Bach Long Vi special zone.
The strongest wind near the storm center reaches Level 8-9 (62-88km/h), gusting to level 10. Forecast for the next 3 hours, the storm will move little.
It is forecasted that by 7:00 AM on August 24, the storm will move in a South-Southeast direction at a speed of about 3 km/h. The storm's center is located at about 20.1 degrees North latitude - 108.2 degrees East longitude, over the sea area east of Bach Long Vi special zone, about 180 km east-southeast of Hai Phong.
The strongest wind in the storm center area reaches level 8, gusting to level 10. Disaster risk level: level 3 for the Gulf of Tonkin, Bach Long Vi, Van Don, Co To, Cat Hai special zones, Hon Dau island and coastal and mainland coastal areas of Quang Ninh, Hai Phong.
By 7:00 AM on August 25th, the storm is expected to move in an East direction at a speed of 3-5 km/h, at 20.1 degrees North latitude - 109.1 degrees East longitude, over the eastern Gulf of Tonkin, about 110 km east of Bach Long Vi special zone. The storm is likely to strengthen further, reaching level 9, gusting to level 11. The Gulf of Tonkin, including Bach Long Vi special zone, continues to be affected by level 3.
Thus, storm No. 4 is forecast not to make landfall in Vietnam.
However, due to the impact of storm No. 4, many areas are still experiencing widespread heavy rain. Accordingly, the Northeast region has moderate to heavy rain. Total rainfall from the night of August 21 to 7 am on August 23 is commonly 60-130mm; especially Quang Ninh, Lang Son, Hai Phong have very heavy rain 150-250mm, locally over 300mm such as Mau Son Station (Lang Son) 452mm, Ban Chat Station (Lang Son) 399mm, Khe Mai Station (Quang Ninh) 334mm, Cua Ong Station (Quang Ninh) 331mm.
Forecast from August 23 to the end of August 24, the Northeast region, the south of Phu Tho and Thanh Hoa provinces will have moderate rain, heavy rain and thunderstorms with common rainfall from 50-100mm, locally very heavy rain over 200mm; especially the Lang Son, Bac Ninh, Quang Ninh, Hai Phong City, Hung Yen, Ninh Binh areas will have heavy to very heavy rain with common rainfall of 90-180mm, locally over 300mm. Warning of the risk of heavy rain intensity (>120mm/3h).
In addition, on the day and night of August 23, the Northwest region and Nghe An will have scattered showers and thunderstorms with rainfall of 15-30mm, locally heavy rain over 80mm. In thunderstorms, there is a possibility of tornadoes, lightning and strong gusts of wind.
Warning from the night of August 24, heavy rain in the Northeast region, the South of Phu Tho and Thanh Hoa provinces tends to gradually decrease.
People and tourists in Quang Ninh, Hai Phong and areas with heavy rain need to actively and closely monitor weather developments, limit travel to coastal areas, islands and places at risk of flooding and landslides.
In particular, tourists should consider sightseeing and entertainment activities at sea and islands during the storm that still causes strong winds, big waves and thunderstorms; absolutely comply with the instructions of functional agencies, do not intentionally go to sea or move through dangerous areas.
When thunderstorms occur, it is necessary to avoid sheltering under large trees, near unsafe construction sites, and proactively prevent tornadoes, lightning, and strong gusts of wind.
