The Department of Agriculture and Environment of Quang Ninh province is seeking opinions for the environmental impact assessment report for the hotel construction project at lot C6 - High-class villa area at the intersection of Post Office to Bai Chay ferry terminal, Bai Chay ward, Quang Ninh province.

According to the decision approved by Quang Ninh Provincial People's Committee, the hotel consists of 30 above-ground floors and has 3 basements, 1 technical tower, with 216 hotel rooms.
The project has a total investment of over 418 billion VND, implementation progress from 2026 - 2027. The project's operating period is 50 years from the date the investment policy is approved.
Previously, a 5-star international hotel construction investment project was also licensed to be built at Land Plot N5C, Zone A2, Cai Dam Urban Area, Bai Chay ward, Quang Ninh province.
The hotel has a total land use area of 4,629 m2, including 20 above-ground floors, 3 basements, with 371 hotel rooms. This 5-star hotel has a total investment of more than 788 billion VND.
The operating term of the project is 50 years, from the date the investment policy is approved - June 23, 2025.
Regarding the project implementation progress, completion within 36 months from the date of decision approving the investment policy.
Recently, in Bai Chay ward - the tourist capital of Quang Ninh, a number of large, luxury hotels have been put into service for tourists, including the InterContinental Halong Bay Resort.
The appearance of many luxury hotels in Bai Chay contributes to improving the quality of resort services, increasing the experience for tourists but also creates fierce competition. Because, the occupancy rate in Bai Chay in particular and the old Ha Long City in general is very high.
According to statistics, currently the entire old city of Ha Long has nearly 700 registered accommodation establishments with over 23,000 rooms. According to calculations, the number of rooms above can accommodate about 4-5 thousand guests at the same time. Meanwhile, only on peak days of the tourist season, the number of tourists has reached the above figure.
In recent years, especially after the COVID-19 pandemic, many hotels have had to close, and some hotel construction projects are still unfinished because completion costs a large amount of money while the market is not as expected.
According to hotel businesses in the old Ha Long City, the development of accommodation facilities here falls into the situation of the Ha Long Bay tourist fleet. Too much excess capacity, causing waste for investors and creating unhealthy competition.
Hotel room rates in Ha Long are quite cheap compared to the general level of the country. 3-4 star hotels only range from 700,000 VND - 1,000,000 VND/room/night, equal to the price of 1-2 star hotels in some other provinces and cities.
Many hotels operate at a standstill, or stop operating due to the COVID-19 pandemic, because the more they operate, the more losses they incur. Some hotel projects are still in rough construction, because completion will cost more money while the number of visitors is not as expected.
