On January 13, Khanh Hoa Provincial People's Committee said that there is a coordination regulation in organizing the collection, payment, management and use of tourist fees for Nha Trang Bay scenic spots, in order to strengthen management, ensure publicity, transparency and effective use of revenue.
According to the Decision, the Regulation specifically stipulates the principles, contents, responsibilities and coordination mechanisms between departments, branches, localities and related units in organizing the collection, payment, management and use of sightseeing fees for Nha Trang Bay sightseeing activities by inland waterway vehicles.
The scope of toll collection is the sea and islands located within the boundary of Nha Trang Bay, from Ke Ga Cape to Cu Hin Cape, not including strict protection sub-zones according to the functional sub-zone of Nha Trang Bay Marine Protected Area.
The regulation is applied to toll collection activities at wharves and ports serving tourists visiting Nha Trang Bay, with two forms including direct collection at the wharf and surcharge through businesses operating tourist wharves and ports.
The collection, payment, management and use of sightseeing fees must comply with the provisions of law on fees, charges, state budget and related regulations.
The Department of Agriculture and Environment is assigned to be the focal agency, responsible to the Khanh Hoa Provincial People's Committee for directing, guiding, inspecting and supervising the entire process of implementing the Regulation.
At the same time, the Department directs the Nha Trang Bay Management Board to directly organize the collection, payment, management, reporting and use of visitor fees according to regulations.
Nha Trang Bay Management Board is the unit directly organizing the collection of entrance fees at wharves and ports from the mainland to points and islands in Nha Trang Bay, except for wharves and ports assigned to businesses to collect on behalf of them.
According to the Regulations, all collected sightseeing fees must be deposited into the account of the Nha Trang Bay Management Board opened at the State Treasury.
Periodically before the 15th of each month, the unit shall deduct and remit 20% of the entrance fee to the state budget according to Resolution No. 02/2025/NQ-HDND dated August 15, 2025 of the Khanh Hoa Provincial People's Council.
The remaining funds are used for the right purposes and contents according to regulations.
For businesses, organizations, and individuals assigned to collect visiting fees, the Regulation requires collecting fees for the right subjects and at the right level; ensuring publicity and transparency; not collecting additional fees outside regulations.
Many people and tourists believe that Khanh Hoa's issuance of regulations on coordination in collecting tourist fees for Nha Trang Bay is necessary and reasonable.
Mr. Nguyen Quoc Khanh - a tourist from Dak Lak province - assessed that when there are clear and transparent regulations in fee collection - payment - management, tourists will feel more secure, avoiding the situation of overcharging or each place doing it in a different way.
According to Mr. Nguyen Quoc Khanh, the most important thing is that if the fee is used for the right purposes of protecting the marine environment, preserving landscapes and improving service quality, this is absolutely necessary, both ensuring the experience for tourists and helping Nha Trang Bay develop sustainably and long-term.
