1,395 principals and vice principals affected when Ho Chi Minh City plans to reduce 704 educational institutions

Ho Chi Minh City - The city is expected to reduce 704 public educational institutions, affecting thousands of officials and employees, including 465 principals and 930 vice principals.

On the afternoon of August 12, the Ho Chi Minh City People's Committee held a meeting to assess the socio-economic situation in July, the first 7 months of the year and deploy key tasks and solutions for August.

At the meeting, Mr. Nguyen Tan Phat - Director of the Ho Chi Minh City Department of Education and Training, informed about the roadmap for arranging public educational institutions in the area.

According to Mr. Phat, Ho Chi Minh City is expected to reduce 704 facilities out of a total of 2,188 public educational institutions, equivalent to 32.18%.

The city is in the group of 5 provinces and cities with the largest reduction in the number of educational non-business units in the country.

The Ho Chi Minh City Department of Education and Training has worked with each commune and ward to review and calculate appropriate plans. According to Mr. Phat, the implementation is carried out cautiously, taking into account the characteristics and territorial structure of previous districts and towns, in order to limit disruptions in educational activities.

The arrangement plan is expected to directly affect the management staff and employees at educational institutions.

About 465 principals, 930 vice principals and 2,096 employees in general professional positions will be affected by the arrangement process.

The Director of the Ho Chi Minh City Department of Education and Training said that the principle set out is to maintain the stability of the staff, ensure that schools continue to operate normally and complete the city's education tasks.

Notably, Ho Chi Minh City currently lacks about 1,000 general professional positions. Therefore, the surplus staff after arrangement will be reviewed, transferred, and rearranged between surplus and shortage locations.

According to this plan, the city will prioritize taking advantage of existing human resources instead of allowing localized personnel shortage and surplus between units.

While waiting for the official plan to be approved, the Ho Chi Minh City Department of Education and Training temporarily suspends the issuance of recruitment plans, thereby having more basis to review and rearrange the staff of officials, teachers and staff.

To make the arrangement process smooth, the Ho Chi Minh City Department of Education and Training proposed that the Department of Home Affairs take the lead in specifically guiding regimes and policies for the affected staff; and at the same time soon advise on assigning additional staff to the education sector.

In addition to personnel issues, the Department also requested to ensure full operating conditions immediately after arrangement, such as seals, accounts, budget unit codes and digital signatures.

This is to avoid interrupting the unit's activities, especially paying salaries, allowances and related regimes to officials, teachers, and staff.

The Department of Education and Training also proposed to coordinate with the Department of Culture and Sports to promote information and propaganda work, helping people understand the goals and overall arrangement plan of the city.

According to the leader of the Ho Chi Minh City Department of Education and Training, the arrangement is not only aimed at streamlining focal points but also towards using resources effectively, balancing personnel between units and ensuring stable educational activities after reorganizing the system.
