According to the project, the arrangement of the system of educational institutions is carried out on the principle of ensuring the provision of educational services to meet the needs of people in the fields of higher education and vocational education, while improving the operational efficiency of public non-business units.
Facilities after arrangement must meet the conditions on facilities according to regulations, and be oriented towards key training fields to focus investment, avoiding the situation of resource spread.
The reorganization does not lose the traditional values of schools. Units with a long history and specialized industries are still preserved, inherited and developed.
Classification to keep or reorganize
The project sets out specific criteria for classifying educational institutions.
Units that are retained are schools that ensure one of the following conditions: having a level of financial autonomy from group 2 or higher; training in a block of majors that no other units train; or meeting the standards for land area as prescribed.
Conversely, schools that do not meet the criteria will be subject to reorganization. In case after arrangement, they do not meet the conditions for area, functional agencies will consider supplementing the land fund to ensure operations according to regulations.
Mergers by industry, by scale
The reorganization is carried out by many methods such as: merging colleges into universities; merging colleges together; merging intermediate schools into colleges; or merging intermediate schools with similar occupations.
The merger criteria are clearly defined, including: the same training field, enrollment results and geographical location. Small-scale schools with difficult enrollment or overlapping majors will be prioritized for rearrangement to increase efficiency.
According to the project, the merger process must comply with legal regulations, while ensuring the rights of officials, lecturers, employees and learners.
After the arrangement, educational institutions are still allowed to continue training in existing occupations. Universities can also train college and intermediate levels; similarly, colleges after receiving the merger still maintain the occupations of intermediate levels.
At the university level, the city maintains 2 schools, and at the same time reorganizes Saigon University on the basis of merging one more pedagogical college.
At the college and intermediate level: 6 qualified colleges are kept stable and oriented to develop into high-quality institutions. In addition, the city is arranging 13 colleges and 17 intermediate schools through mergers and acquisitions to form larger-scale units, reducing the situation of resource dispersion. Two intermediate schools managed by enterprises are not subject to arrangement.
For the continuing education system, 41 existing centers will be reorganized into 37 vocational high schools, equivalent to high school level, thereby reducing 4 focal points. Some centers will be merged, and the rest will be converted to the original state according to the new model.
