Ministry of Education and Training gives reasons why the policy of ranking teachers with the highest salary has not yet been implemented

The Ministry of Education and Training has explained the reason why the policy of ranking teachers' salaries highest in the administrative and non-business salary scale system has not been implemented.

On the morning of September 20, the National Assembly's Committee for Culture and Society organized a hearing by Minister of Education and Training (MOET) Hoang Minh Son on a number of issues in the field of education and training that voters and people are concerned about.

According to a report by the Ministry of Education and Training, with the Law on Teachers, up to now 16/17 contents under the authority of the Government and 6/6 contents under the authority of the Minister of Education and Training have been completed.

Regarding the completed contents, the Ministry of Education and Training has chaired the development and submission to the Government for promulgation of 2 decrees: Decree No. 93/2026/ND-CP dated March 31, 2026 detailing and guiding the implementation of a number of articles of the Law on Teachers; Decree No. 182/2026/ND-CP dated May 22, 2026 stipulating the professional preferential allowance regime for teachers, educational institution administrators, and educational support personnel working in public educational institutions.

Under its authority, the Minister of Education and Training has issued 14 circulars regulating and guiding the working regime, codes of conduct, professional standards, appointment of titles and salary ranking, determination of title equivalence and authority to recruit teachers. Among them, 3 circulars regulate the working regime for teachers of continuing education institutions, professional education teachers and preschool teachers; 1 circular regulates the code of conduct of teachers; 7 circulars regulate professional standards for groups of teachers; 1 circular regulates codes, title appointment and salary ranking; 1 circular regulates the determination of teacher title equivalence and 1 circular regulates the authority to recruit teachers.

For groups of teachers who have not yet issued new regulations on working regimes, continue to implement according to current documents. The upgrading of the standard training level of preschool, primary, and secondary school teachers is implemented according to Decree No. 71/2020/ND-CP dated June 30, 2020, amended and supplemented in Decree No. 311/2025/ND-CP dated December 5, 2025; the use of teachers who do not meet the standard level is implemented according to Circular No. 24/2020/TT-BGDDT dated August 25, 2020; international cooperation activities for teachers are implemented according to the provisions of law on foreign cooperation and investment in the field of education.

For teachers under the management of other ministries and sectors, the Ministry of Home Affairs has issued Circular No. 03/2026/TT-BNV dated March 26, 2026, stipulating a number of contents related to lecturers of training and fostering institutions for cadres, civil servants, and public employees; the Ministry of National Defense, the Ministry of Public Security and the Ministry of Home Affairs continue to develop circulars regulating the working regime and professional standards of teachers under their management authority.

For 1 content under the Government's authority that has not been completed, the Ministry of Education and Training has developed and submitted to the Government a dossier of a Decree stipulating salary policies, allowances and support policies for teachers.

According to Notice No. 218/TB-VPCP dated April 29, 2026 of the Government Office on the conclusion of Deputy Prime Minister Pham Thi Thanh Tra at the meeting on the draft of 2 decrees on salaries and allowances for the education and training sector, this Decree has not been submitted to the Government for promulgation at the present time and will continue to be reviewed and completed after the Politburo gives opinions on the Salary Policy Reform Project.

The Ministry of Education and Training said that the failure to issue the above Decree leads to some new policies of the Law on Teachers on salaries, allowances and support for teachers not having enough basis for synchronous implementation; in which, the policy of ranking teachers' salaries highest in the administrative and non-business salary scale has not been implemented, some support policies are still implemented according to regulations in many different documents and some allowance regimes do not fully cover the specific professional activities of teachers such as bilingual teaching, inter-school teaching, teaching at many school sites and establishments.

After the Politburo has opinions on the Salary Policy Reform Project, the Ministry of Education and Training will continue to review, complete, and advise the Government to issue a Decree to fully implement policies on salaries, allowances and support for teachers according to the provisions of the Law on Teachers" - the report of the Ministry of Education and Training clearly stated.
