The Ministry of Education and Training (MOET) issued an Action Program on strengthening discipline; building a culture of honesty, integrity and substance in educational activities. The program promptly and specifically reflects the guidelines and directions of General Secretary and President To Lam, and clearly establishes the requirements, values and standards that need to be consistently implemented throughout the sector right from the 2026-2027 school year.
Building a culture of honesty, integrity and substance into a foundational value
The program aims to build an educational environment that is disciplined, honest, incorruptible, humane, substantive, safe, healthy, democratic, respectful and centered on learners; innovate thinking and management methods towards development governance; improve the effectiveness and efficiency of state management; promote the exemplary role of teachers and educational administrators; ensure publicity, transparency, and objectivity in educational activities.
A noteworthy point is that the Program not only sets immediate requirements in the 2026-2027 school year but also determines a long-term roadmap.
By 2030, the criteria for integrity, honesty, and exemplary responsibility will be concretized and practically applied in evaluation, classification, planning, appointment, and commendation; 100% of education management agencies and educational institutions build and maintain an environment of "true teaching, true learning, true testing, true evaluation".
The orientation to 2035 is to form a culture of honesty, integrity, and substance to become a core value recognized and trusted by society; thereby improving the reliability of academic results, diplomas and certificates of the Vietnamese education system.
True teaching, true learning, true testing, true evaluation" becomes a consistent requirement
One of the highlights of the Program is to put the spirit of "teaching truthfully, learning truthfully, testing truthfully, evaluating truthfully" into a consistent requirement in management, teaching, learning, exams and evaluation.
Educational institutions must organize teaching, testing, assessment, exams, enrollment and quality accreditation to ensure objectivity, honesty, and accurately reflect the capacity and qualities of learners; do not chase after achievements, do not trade real quality for formal targets. Management officials are responsible for the honesty and objectivity of assessment and exam results; do not assign targets imposed on scores and the ratio of good and excellent students to teachers.
For teachers, the Program emphasizes the role of setting an example in ethics, responsibility, honesty, and integrity; properly assessing substantive progress and putting the progress of learners at the center. For learners, the requirements are clearly set: study truthfully to have real knowledge, real ability, honesty in tests and examinations, not abusing technology to falsify results.
In the context of digital technology and artificial intelligence being increasingly widely used in education, the Program also sets out the requirement to develop regulations on academic integrity, prevention and combat of plagiarism, acts of substitution, and fraud by technology; guiding the citation of sources, respect for copyright and responsible use of artificial intelligence.
Overcoming achievement disease must go hand in hand with reducing formality and reducing pressure for teachers and learners.
Another highlight is that the Program links strengthening discipline with overcoming achievement disease, reducing books, competitions and non-professional work, instead of generating additional procedures for educational institutions and teachers.
The Ministry of Education and Training requests to review all types of records, books, reports, exams, competitions, sports festivals, emulation movements throughout the sector; streamline or abolish unrealistic activities that put pressure on achievements. Reporting and statistics are oriented to be implemented in a digital environment according to the principle of "one data only collected once", used for many management purposes, minimizing duplicate records and reports.
In particular, the Program stipulates that teachers are not mobilized or assigned to perform administrative tasks or participate in movements outside their functions and tasks, unless otherwise provided by law; educational institutions do not arbitrarily add unnecessary records and books, and must cut down on meetings and formal movements. Management officials are responsible for protecting the professional working time of teachers, so that teachers can dedicate their efforts to studying lectures, innovating methods and supporting learners.
