Ensuring teacher payroll
Vice Chairman of the City People's Committee Vu Thu Ha has just signed and issued an official dispatch on the implementation of the General Education Program, textbooks and local educational materials.
According to the content of the official dispatch, regarding ensuring conditions for minimum facilities, teaching equipment and teaching staff, the City People's Committee assigned the Hanoi Department of Education and Training to preside over and coordinate with relevant units to organize a comprehensive review and assessment of the actual situation of minimum facilities, teaching equipment and teaching staff at general education institutions to ensure the requirements for implementing the 2018 General Education Program.
At the same time, summarize and clearly identify the needs for investment, supplementation of facilities, procurement of teaching equipment; the needs for recruitment, regulation, and arrangement of teachers according to each level of education, subject, and area.
Coordinate with the Department of Home Affairs and relevant units to advise on plans to ensure staffing, structure and quality of the teaching staff; implement recruitment, mobilization, assignment, and arrangement of teachers in accordance with the scale of schools, classes and characteristics of each area.
The Department of Education and Training coordinates with the Department of Finance and related units to advise on allocating funds from the city budget to invest in and upgrade facilities, purchase minimal teaching equipment. Prioritize difficult areas, educational institutions with rapidly increasing student scale; ensure economical and effective use of budget, avoid spreading investment.
People's Committees of communes and wards implement state management of education in the area; coordinate to provide information, participate in reviewing conditions to ensure the implementation of the 2018 General Education Program.
Other textbooks become reference materials
Regarding the implementation of the general education program, using textbooks uniformly based on Official Dispatch No. 70/BGDĐT-GDPT of the Ministry of Education and Training, the Department of Education and Training shall preside over advising, organizing guidance, inspection, supervision and summarizing reports on the implementation of the Program, deploying the use of textbooks uniformly according to the direction of the Ministry of Education and Training; be responsible to the City People's Committee for the implementation results.
The City People's Committee noted that it is necessary to continue to organize the implementation of the 2018 General Education Program in accordance with regulations, ensuring unity and synchronization throughout the city; strengthen guidance, monitoring, and inspection of the organization of teaching, testing - assessment, and professional activities at educational institutions according to the requirements of the General Education Program, synchronously with the objectives of Action Program No. 05 of the City Party Committee to implement Resolution No. 71-NQ/TW of the Politburo on breakthroughs in education and training development.
Organize the dissemination and implementation of the unified use of general education textbooks in building school education plans, professional activities, student assessment and educational activities related to textbooks in accordance with the General Education Program, ensuring flexibility and proactiveness in the school's teaching organization.
Closely coordinate with publishing and distribution units to ensure timely and complete supply of textbooks at reasonable prices; pay attention to supporting textbooks for students in difficult circumstances; supplement common textbooks at school libraries so that students can borrow and use them when necessary.
Along with that, develop a plan and organize the implementation of training and fostering of managers and teachers on the use of a set of unified textbooks according to the Plan of the Ministry of Education and Training, in accordance with the practical conditions of the locality. Training and guidance on the use of a set of unified textbooks is a mandatory content of teacher training, considering this as a regular training task for managers and teachers every year.
Implement training on using a set of unified textbooks to ensure quality, practical effectiveness, and avoid wastefulness in the spirit of being thoroughly grasped in Conclusion 266-KL/TW of the Secretariat on rectifying working styles and improving the operational efficiency of the political system.
Thoroughly instruct educational institutions to guide students to use and preserve textbooks, not write or draw in textbooks for economical and long-term use.
Do not let the situation of students lacking textbooks occur when the 2026-2027 school year opens and the following school years, especially students in difficult circumstances, students in areas far from the center.
For other textbooks, the Hanoi Department of Education and Training deploys guidance for educational institutions to proactively develop plans to continue using textbooks that have been approved by the Minister of Education and Training based on the implementation of Resolution No. 88/2014/QH13 of the National Assembly with the role of reference material, supplementing teaching content to meet the required requirements of the general education program and in accordance with actual conditions.
Coordinate with the People's Committees of communes and wards to strengthen inspection and supervision, ensuring efficiency, economy and in accordance with the unified direction of textbook implementation.
