According to the People's Committee of Nghe An province, in recent school years, to meet the learning needs of Vinh City students, the Provincial People's Committee has approved a development plan for high schools in Vinh City and surrounding areas in the direction of increasing classes and increasing student numbers.
In the 2024-2025 school year alone, Huynh Thuc Khang, Ha Huy Tap, and Le Viet Thuat High Schools each added 3 classes, and recruited 3 10th grade classes from Vinh University Practical High School, thus increasing the number of public 12 10th grade classes.

When Phan Boi Chau High School for the Gifted moves to a new location, a plan will be implemented to have Dang Thai Mai Middle School take over Phan Boi Chau High School for the Gifted and develop Dang Thai Mai Middle School into a joint middle and high school.
Phan Boi Chau High School for the Gifted and Vinh University High School for the Gifted will gradually increase the number of classes, creating learning opportunities for students in Vinh City; in addition, non-public schools with good educational quality such as Phuong Hoang High School, Nguyen Truong To High School, Hecman Gmeiner High School, and Viet Anh High School can increase the number of classes and students.
