The Ministry of Education and Training is drafting a Draft Decree regulating salary policies, allowances, support and attraction policies for teachers. The Decree is expected to take effect from 2026.
According to Clause 2, Article 7 of the Draft Decree on Teacher Salary, it is proposed to stipulate the principles for receiving teacher allowances as follows:
- A teacher appointed to hold a leadership position will receive a position allowance according to that leadership position; a person holding many different leadership positions will receive the highest position allowance of the leadership position;
- In case a teacher is mobilized by a competent authority to hold another leadership position, if the new leadership position allowance level is lower, the position allowance level according to the old leadership position will be retained for 12 months.
In case of being appointed to hold another leadership position (not subject to transfer), if the new position allowance level is lower than the position allowance level of the old leadership position, the position allowance level of the old leadership position will be retained for 06 months from the date of appointment to the new leadership position by the competent authority, from the 7th month onwards to receive the position allowance level of the new leadership position;
- The implementation of the leadership allowance regime for cases where competent authorities have issued resignations, ceases to hold positions or dismissals is implemented according to Government regulations;
- If the educational institution does not have a principal or director or principal (hereinafter referred to as principal) or has a principal but the principal does not directly manage (due to school attendance, illness and other reasons), the person with a decision (in writing) from the competent authority assigning the responsibility or assigning the principal (not the decision to appoint the leadership position) shall receive a position allowance equal to the position allowance of the principal.
When there is a decision to cease the assignment of responsibility or the assignment of principal's authority, the principal's leadership allowance shall cease to be received from the effective date of the decision.
