The Ministry of Education and Training is drafting a Draft Decree regulating salary policies, allowances, support and attraction regimes for teachers, the Decree is expected to take effect from 2026.
Expected 7 new points on salary, allowance and support for teachers, applied from January 1, 2026:
1. Adding a special salary coefficient for teachers
Teachers will receive a special salary coefficient corresponding to their professional ranks and levels: from 1.2 to 1.6 depending on the type of civil servant such as A3.2, A2.2, A1, A0, B.
2. Teachers are entitled to a maximum of 2 responsibility allowances during concurrent positions
When holding many positions with responsibility allowances ( group leader, deputy group leader, student counselor, etc.), teachers are only entitled to a maximum of 2 responsibility allowances.
3. Only principals, vice principals and chairmen of school boards are entitled to position allowances.
The group leader and deputy group leader will no longer receive position allowances, instead receiving responsibility allowances that are more suitable to the nature of the work.
4. Increasing preferential allowances for teachers
Preschool teachers: from current level at 35% to 45%.
Teachers teach in extremely disadvantaged areas: from 70% to a maximum of 80%.
Other levels such as primary, secondary, high school: maintain the current level (35%, secondary/high school 30%).
5. Supplementing cases entitled to responsibility allowance
Teachers who concurrently hold positions such as group leader/disciplinary/student consultant, core teacher, ethnic minority language teacher... will receive a responsibility allowance from 0.20.3 of the basic salary according to specific cases.
6. Regulations on new support policies for teachers
The draft adds humanitarian assistance policies, including:
Get regular health check-ups (at least once a year; twice a year if working in a toxic environment).
Coordinated class allowance: 50% (2-level combined class), 75% (3-level) of a lesson.
Housing support/rental in disadvantaged areas is equal to the rental of official housing.
Special regime for physical education teachers, national defense education - such as training, costumes
7. Policy of promoting and attracting teachers
The draft aims to attract high-quality teachers through:
The allowance attracts up to 150% of current salary for priority subjects such as: graduates with good grades or higher in key industries; ethnic minorities have very few volunteers working in disadvantaged areas.
Incentives: special recruitment, salary classification, training (inside - abroad), early salary increase, unlimited commendation, ...
