The Ministry of Education and Training is drafting a Draft Decree regulating salary policies, allowances, support and attraction policies for teachers. The Decree is expected to take effect from 2026.
The new draft Decree that is being consulted has proposed many policies to improve the lives, health and working conditions of teachers, especially those working in remote, isolated and extremely disadvantaged areas. These are considered practical and humane solutions, demonstrating the State's concern for the teaching staff.
Annual health check-up
According to the draft, all teachers will have regular health check-ups at least once a year. For teachers working in toxic and dangerous environments and currently receiving toxic allowances, the number of examinations is increased to twice a year to promptly detect and treat problems related to occupational health.
Support teachers to teach mixed classes and ethnic minority children
Another notable point is the allowance policy for teachers teaching combined classes. Specifically, teaching combined classes at two levels will receive an allowance equal to 50% of the current salary of a teaching period. In case of teaching a combination of three levels, the support level will increase to 75%.
In addition, preschool teachers who directly teach Vietnamese to ethnic minority children will also receive allowances according to Government regulations. This policy is expected to contribute to reducing pressure and encouraging teachers to stay with the profession for a long time in disadvantaged areas.
Housing support for teachers in disadvantaged areas
For teachers who are not eligible for housing or collective accommodation, the draft proposes to support the rental fee, with a minimum level equivalent to the cost of renting a public house. This expenditure will be accounted for in the regular expenditure of educational institutions. This is an important solution to help teachers stabilize their housing, work with peace of mind and stay with the locality for a long time.
Special regime for physical education teachers, national defense - security
Teachers who teach physical education and national defense and security education will enjoy the training regime as well as the uniform regime according to the special regulations of the Prime Minister. This policy aims to meet the specific characteristics of work and contribute to improving the quality of teaching in specific subjects.
