Article 3 of the 2025 Law on Teachers affirms that teachers are the core force of the education sector, holding an important position in society, being respected, protected and honored.
Teachers play a decisive role in ensuring the quality of education; play an important role in building human resources, building a learning society, a digital society and building an advanced culture with strong national identity.
Therefore, Clause 3, Article 11 of this Law also stipulates that things that teachers are not allowed to do include:
- Not fully implementing the regime and policies for teachers according to the provisions of law;
- Post and disseminate summary information on the responsibilities of teachers in professional activities without a conclusion from the competent authority;
- Other things not allowed under the law.
Things that teachers are not allowed to do from January 1, 2026
According to Article 11 of the Law on Teachers, teachers in public educational institutions are not allowed to do things that civil servants are not allowed to do in accordance with the provisions of the law on civil servants and other relevant legal provisions.
Teachers in non-public educational institutions are not allowed to perform prohibited acts in the field of labor according to the provisions of the law on labor and other relevant provisions of law.
At the same time, teachers are not allowed to do the following:
- Discrimination between learners in all forms;
- Fraud, intentional falsification of results in enrollment activities, assessment of learners;
- Forcing learners to participate in extra classes in any form;
- Forcing learners to pay money or in kind outside of the provisions of law;
- Taking advantage of the title of teacher and professional activities to commit acts that violate the law.
According to Article 9 of this Law, teachers in public educational institutions perform the obligations prescribed by law on civil servants and other relevant legal provisions. Teachers in non-public educational institutions shall fulfill their obligations according to the provisions of the law on labor and other relevant legal provisions.
In addition, teachers also have the following obligations:
- Teach and educate according to educational goals and principles; fully and qualitatively implement educational programs;
- Maintain the qualities, reputation, honor, dignity, and ethics of teachers; set an example in professional activities and behavior in social relations; ensure academic integrity;
- Promote the qualities, abilities and discover and nurture the talents of learners;
- Respect, treat fairly, protect the legitimate and legal rights and interests of learners;
- Performing the task of scientific research; research and applying educational science; updating and improving practical skills, accessing new technologies according to the provisions of law;
- Participate in building a safe, democratic, innovative and creative educational environment.
