The concrete road from National Highway 4C to Lung Muoi village (Quyet Tien commune, Quan Ba district) with a total investment of more than 6.5 billion VND is invested by the Quan Ba District Construction Investment Project Management Board.
The consortium of HLC Dong Van Construction Design Consulting Joint Stock Company - Hoang Anh Company Limited is the construction contractor. The project started in May 2023 and was completed and put into use in January 2024.
According to local people, although it has only been in use for 1 year, this concrete road has appeared with many damaged and degraded points.
Recorded at the end of April 2025, the road surface of this concrete road was peeling into pieces. Many locations have long cracks.
This is a unique concrete road leading from National Highway.4C through Lung Muoi village to Ngai Thau Sang village, one of the particularly difficult and isolated villages of Quyet Tien commune.
Mr. Chinh (Nghe Thau Sang village) said that in the past, the road was narrow and dangerous to travel. Recently, there was a new road to the commune center, people were very happy, but after only a few months, they saw the road surface being dug up and peeling.
"The steep passes on the road surface are peeling with crushed stone, traveling very slippery, some sections are still cracked. If the newly built road is like this, it will probably be damaged in the long run, and the villagers are very worried," Mr. Chinh shared.
At the same time, the consortium of HLC Dong Van Construction Consulting and Design Joint Stock Company - Hoang Anh Company Limited is continuing to construct the road repair and renovation package from Lung Muoi village to Nghe Thau Sang village.
The project has a total investment of more than 9.5 billion VND, started in July 2024 and completed in July 2025.
However, many items during the construction phase such as sewers, drainage ditches, and railings have also been reported by people as not ensuring quality. While this area is often at risk of landslides during the rainy season.
Informing reporters, a representative of HLC Dong Van Construction Consulting and Design Joint Stock Company admitted that the road surface was damaged and peeling after a short time of use.
"In the past, many heavy trucks have entered this route, which could also be the cause of damage. We have a repair plan but we have to wait for the road project from Lung Muoi village to Ong Thau Sang village to be completed because we still have to transport construction materials," he said.
Meanwhile, speaking with reporters, Mr. Nguyen Dang Khoa - Director of the Quan Ba District Construction Investment Project Management Board said that he did not know that the above road was damaged and degraded and would go to check and verify later.
