Review and transfer public property according to actual use needs
According to the Ministry of Finance, the inventory, classification and listing of public assets should be conducted synchronously with the formulation of plans to arrange and reorganize administrative units. Agencies, organizations and units under arrangement are responsible for handing over and receiving properties in accordance with the prescribed form, ensuring the right authority and avoiding losses.
The handling of assets must be suitable for the subjects of management, use and property characteristics; Priority to take advantage of available resources, reasonable layout among new administrative units in the same locality. If necessary, it is possible to change the function of using assets to serve new functions and tasks. The Ministry of Finance also stated: The arrangement of assets to reorganize the administrative unit does not have to re-implement the process of arranging houses and land according to Decree No. 03/2025/ND-CP.
For working offices, non -business establishments, the Ministry of Finance guides priority to arrange new administrative units or state agencies in need in the same area. The offices may be used in accordance with the law. The swap and transfer between the authorities or between the central and the local level is encouraged to make the most of the existing facilities.
Residual assets are given priority to transform the functions as a medical, educational, public works or assign local housing management and business organizations to exploit, preserve, lease, temporarily arrange or transfer to the land development fund to continue managing and using.
For cars, machinery and equipment, the transfer and allocation shall comply with the principle that the unit receives the task, the corresponding property will be received. Cars serving the district -level work will be transferred to the missing unit or use of civil servants and employees after arranging. The Ministry of Finance emphasizes the need to minimize the procurement of new assets, prioritizing the use of assets that can operate.
Decentralization of responsibility to develop property handling plans
The district -level People's Committee is responsible for developing a plan to handle public property under its management (including district and commune levels) to report to the provincial People's Committee and the scheme to reorganize the administrative unit. In case the commune is transferred from one district to another, the district receives the responsibility to receive and handle assets attached.
For provincial levels, the Department of Finance shall assume the prime responsibility for, and coordinate with relevant units to propose a plan to handle public property in the area.
The ministries and central agencies have vertical branches located in the area reorganizing the administrative unit that needs to review the organizational structure, the need to use assets, the area of the headquarters and the non -business establishments. In case of redundant assets, hand over to the locality or transferred to other units in the area, ensuring savings and efficiency.
The Ministry of Finance requests agencies and units in the process of implementation if any problems should be reported soon to be guided or proposed to the competent authority to consider and decide accordingly.
