According to Clause 3, Article 82 of Decree 168/2025/ND-CP: "Households producing agriculture, forestry, fishery, salt making and street vendors, snack vendors, roaming traders, mobile businesses, seasonal businesses, providing low-income services are not required to register household businesses, except for doing business in industries and professions that require conditional investment and business. The People's Committees of provinces and centrally-run cities stipulate low income levels applied within the locality.
Readers request the Ministry of Finance to answer how the content of the above regulation is understood?
Readers are concerned about 2 understandings. One is that households producing agriculture, forestry, fishery, salt making and street vendors, snack vendors, roaming traders, mobile businesses, seasonal businesses, service providers whose activities all require low income according to the decision of the People's Committee will not need to register household businesses.
The second understanding is that only low-income services according to the decision of the People's Committee and households producing agriculture, forestry, fishery, salt making, street vendors, snack vendors, roaming traders, mobile businesses, seasonal businesses (without distinguishing large/small scale, revenue level...) do not need to register as business households.
Explaining this, the Ministry of Finance said that according to the provisions of Clause 3, Article 82 of Decree No. 168/2025/ND-CP dated June 30, 2025 of the Government on business registration, households producing agriculture, forestry, fishery, salt making and street vendors, snack vendors, wholesalers, mobile businesses, seasonal businesses, providing low-income services are not required to register household businesses.
