CAE terminated contract by EVN company at bidding package worth more than 18 billion VND

On June 12, CAE was declared terminated due to serious violations of the contract package of Vinh Tan 4 Thermal Power Plant (EVN).

The national bidding network system posted the Decision of the Director of Vinh Tan 4 Thermal Power Plant on terminating the contract with the joint venture member who violated the contract in Contract No. 104/2025/HD-DV dated November 27, 2025.

The unit whose contract was terminated is the Center for Analysis and Environment (CAE), the leading member of the joint venture implementing the bidding package to provide services for analysis, testing, standardization, inspection, maintenance and repair of factory equipment.

Vinh Tan 4 Thermal Power Plant said that CAE seriously violated the regulations on contract implementation time, no longer has enough capacity to continue deploying work, directly affecting the progress, quality and efficiency of the bidding package.

The decision clearly states that the termination of the contract with the Center for Analysis and Environment is carried out according to Clause 19 of the General Conditions of Contract No. 104/2025/HD-DV and Point c Clause 22 Article 140 of Decree No. 214/2025/ND-CP.

For the remaining two members in the joint venture, Industrial Inspection Center 1 (SITES 1) and Vietnam Institute of Industrial Chemistry (VIIC), Vinh Tan 4 Thermal Power Plant is determined not to be in the case where the contractor does not complete the contract and is allowed to continue to perform the assigned work in accordance with regulations.

According to the decision, within 5 working days from the date of signing, the Planning and Materials Department of Vinh Tan 4 Thermal Power Plant is responsible for publicly posting information about violating contractors on the National Bidding Network System, and at the same time sending the decision to the Ministry of Finance for summarization and monitoring according to regulations.

Previously, on October 20, 2025, Vinh Tan 4 Thermal Power Plant opened bidding for Package No. 95: Providing services for analysis, testing, calibration, inspection, maintenance and repair of tools and equipment of Vinh Tan 4 Thermal Power Plant.

The bidding package is priced at 18.957 billion VND, invested by Vinh Tan 4 Thermal Power Plant (Vietnam Electricity Group).

The bidding package is organized in the form of open bidding, fixed unit price contracts and has 1 contractor participating.

The Center for Analysis and Environment (CAE) is located at No. 7 Lot A, 25 Lang Ha, O Cho Dua ward, Hanoi.

The legal representative is Mr. Dang Ngoc Long, Director.
