Base tax authorities of 9 provinces in Bac Ninh have just issued Official Dispatch No. 3291/TCS9-NVDTPC on propaganda to promote non-cash payments in business households and revenue transparency.
The official dispatch was issued on the basis of implementing Decree 68/2026/ND-CP regulating tax policies and tax management for business households and individual businesses in the direction of strongly shifting to declaration based on actual revenue, and strengthening the use of electronic invoices.
At the same time, the official dispatch also based on Official Dispatch No. 124/CD-TTg of the Prime Minister on promoting non-cash payments. In which, the Government warned that the increase in cash payments may be exploited for violations such as tax evasion, money laundering and non-transparent transactions.
In addition, the Basic Tax Department of 9 provinces of Bac Ninh also implements Circular No. 320/TB-CT dated May 8, 2026 of the Tax Department on propagating and promoting non-cash payments in business households and requiring revenue transparency.
According to the official dispatch, Basic Tax Department 9 of Bac Ninh province requests business households and individual businesses in the area to pay attention to implementing a number of contents.
- First, encourage the use of non-cash payment methods in goods trading and service provision activities such as bank transfers, payment via QR codes, e-wallets, POS machines and other legal electronic payment methods.
- Secondly, the tax authority said that the application of non-cash payments brings many benefits such as revenue transparency, convenience in business management; limiting risks in cash management; supporting proving legal costs and revenue; and at the same time creating convenience in fulfilling tax obligations to the State.
- Third, business households and individual businesses are requested to declare revenue fully and truthfully; create and use electronic invoices in accordance with current regulations.
In addition, the tax authority notes not to perform acts such as concealing revenue; not issuing invoices when selling goods or providing services; refusing to pay by bank transfer not in accordance with regulations; or collecting additional fees for customers who pay without cash or take invoices.
Base tax of 9 provinces in Bac Ninh proposed that business households and individual businesses in the area coordinate to well implement the above contents in order to contribute to building a civilized, modern, fair and legally regulated business environment.
