The tournament is organized in a 7-a-side football format, applying the Competition Law issued by the Vietnam Football Federation, with the participation of 48 teams representing the Labor Federations of provinces and cities, industry trade unions and businesses nationwide.
Participants are male workers, civil servants, and laborers with Vietnamese nationality, working in agencies, units, and enterprises with trade union organizations; having labor contracts and participating in social insurance and health insurance continuously for 1 year or more up to the time of registration for the tournament.

Speaking at a press conference about the 2026 Vietnam Workers' and Civil Servants' Football Tournament, Vice President of the Vietnam General Confederation of Labor Ngo Duy Hieu emphasized that the tournament is not only a sports playground but also has many meanings for the spiritual life and health of workers.
According to Mr. Hieu, football is a sport that contributes to improving physical fitness very effectively, especially for workers - those who work many hours in factories with high intensity. Therefore, the time spent playing football is of great significance to them.
Playing football is a very meaningful time, contributing to improving health, creating inspiration to work with high productivity and good quality. This is a very legitimate and very worthwhile need," said Mr. Ngo Duy Hieu.

The Vice President of the Vietnam General Confederation of Labor said that in the workforce, there are many people in difficult circumstances, but football has become a spiritual support to help them overcome the pressure of life, illness and stressful periods in labor.
Thanks to football, many workers have overcome difficulties in health and illness. Some people have reduced fatigue and boredom thanks to football, and even sometimes stressful work has caused them to fall into depression. There are also workers who, although their income is not high, are still willing to spend their own money to maintain their passion for the football field every day with their teammates... Football is very necessary for the lives of workers" - Mr. Ngo Duy Hieu shared.
The Vice President of the Vietnam General Confederation of Labor also hopes that the media will continue to accompany and cheer for the tournament with emotional and inspiring articles so that football truly becomes an indispensable part of workers' lives.
We are aiming for a two-digit growth strategy, so we really need activities to help workers improve their physical and mental health so that they can feel secure in working and producing," Mr. Ngo Duy Hieu emphasized.
