At the signing ceremony, Deputy Governor of the State Bank of Vietnam (SBV) Pham Tien Dung attended and delivered directing speeches. Also attending were Mr. Mai Xuan Thanh - Director of the Tax Department and leaders of departments and divisions under the Tax Department. On the side of the Vietnam National Credit Information Center (CIC) were Mr. Cao Van Binh, Chairman of the Management Council cum General Director of CIC, along with leaders and key officials.
Speaking at the signing ceremony, Mr. Cao Van Binh, Chairman of the Management Council cum General Director of CIC, said that in the digital age, data has become a strategic resource and core resource of modern governance. The signing of the Data Sharing Regulations between the Tax Department and CIC not only completes the coordination basis but also lays the foundation for a formal, stable and long-term cooperation mechanism.

According to Mr. Cao Van Binh, the event demonstrates CIC's determination to concretize the national digital transformation policy, strengthen inter-sectoral data sharing; and at the same time implement the task assigned by the SBV to expand the collection and connection of non-sectoral data sources, improve the quality of credit information and the efficiency of state management. "This is one of the strategically significant tasks for CIC's operations.
Mr. Cao Van Binh emphasized that tax data is a genuine and objective source of information, reflecting the financial capacity and business production situation of enterprises”. The connection will help CIC diversify its data warehouse, improve the quality of credit information products and the ability to serve credit institutions.
Tax data sources also contribute to transparency of corporate financial information, support credit institutions in assessing customers, risk management and expanding access to capital. This spirit was affirmed at the Conference to strengthen access to credit capital for small and medium-sized enterprises chaired by the SBV Governor on the morning of September 18, 2026.
According to CIC leaders, before signing, the two sides had worked many times, reviewed legal bases, data scope, connection methods and information security requirements. Official Dispatch No. 16169 dated August 22 of the Tax Department creates a basis for completing the Regulation and moving towards official signing.
Today's signing ceremony is just the beginning. The effectiveness of the Regulation will be shown in the actual implementation process," Mr. Cao Van Binh said.
To make the Regulation effective, CIC commits to focusing on three tasks: (i) completing technical infrastructure, ensuring secure and smooth data connection, complying with regulations on protecting personal data and state secrets; (ii) maintaining coordination and regular data cross-checking with the Tax Department, promptly removing obstacles; (iii) researching and optimizing tax data exploitation to improve the quality of credit information products, supporting appraisal, customer assessment and risk management; and coordinating to provide feedback according to regulations, serving tax management.
At the signing ceremony, Mr. Mai Xuan Thanh - Director of the Tax Department said that the signing of the Regulation on data sharing and work coordination between the Tax Department and CIC is of practical significance. The regulation is built on the functions, tasks, and responsibilities of each agency, meeting management requirements in the context of digital transformation.

According to Mr. Mai Xuan Thanh, the Tax sector is innovating management methods in the direction of relying on data and cash flow. Therefore, connecting and sharing data with the Banking sector in general and CIC in particular is important in improving the quality of information serving tax management.
The leader of the Tax Department also said that the data exchange is in line with Vietnam's commitments when participating in the Global Forum on Transparency and Information Exchange for Tax Purposes, and also contributes to perfecting the mechanism for safe and effective information exploitation and sharing.
Mr. Mai Xuan Thanh expects the Regulation to improve the efficiency of state management of the two sectors, and at the same time bring practical benefits to people and businesses. When information about production and business activities and tax obligations is fully and transparently reflected, businesses have conditions to build better financial and credit records, and are more convenient in accessing capital.
In the opposite direction, when businesses access capital, expand production and business, and improve operational efficiency, state budget revenue is also consolidated. This is a supportive relationship between tax management, credit activities, and business development.
Speaking to direct at the Conference, Deputy Governor of the SBV Pham Tien Dung highly appreciated the Tax Department and CIC for urgently building and completing the Regulations for signing.

The Deputy Governor said that in addition to credit information, there is also a lot of information to assess customer capacity, so tax information sources play an important role in supplementing and completing the CIC's database.
In the coming time, the SBV will direct commercial banks to promote lending based on data and cash flow. To achieve this goal, connecting and effectively exploiting tax data is an important condition. The Deputy Governor also emphasized that signing the new Regulation is a starting point; to effectively implement it, it is necessary to concretize the task of coordination, especially focusing on ensuring data safety, security and compliance with the law.
