In which, it agreed on the policy of establishing wards under An Giang province, based on the original natural area and population size of the old commune. 22 wards include: Chau Thanh, Tan Hiep, Giong Rieng, Go Quao, An Bien, An Minh, Vinh Phong, Hon Dat, Kien Luong, Ba Chuc, Thoai Son, Phu Hoa, An Chau, Vinh An, Chau Phu, Vinh Thanh Trung, Vinh Hau, An Phu, Phu Tan, Cho Moi, Long Dien, Hoi An.
According to An Giang Provincial People's Committee, the Project dossier clearly states the legal basis and necessity; the history of formation and current development status of directly related administrative units; the plan to establish 22 wards under An Giang province; assess the impact and development orientation of wards after establishment and conclusions and recommendations.
After building the Project, An Giang Provincial People's Committee directed the Department of Home Affairs, together with departments, agencies, branches and People's Committees of communes to organize to collect people's opinions in 22 communes related to the Project. As a result, 275,252/288,726 households agreed to establish wards, reaching a rate of 95.84%.
Regarding the organizational structure and arrangement of the contingent of cadres, civil servants, and public employees, in the immediate future, the organizational structure of agencies, organizations, units and the contingent of cadres, civil servants, public employees, and workers in the political system of communes will be maintained as it is today. At the same time, continue to develop plans and roadmaps for implementing personnel arrangement and arrangement according to regulations to ensure suitability with the urban government.
In the process of arranging and consolidating the apparatus, wards will implement reviewing, evaluating, and planning to organize training and fostering knowledge for cadres, civil servants, and public employees according to the urban government model and improve the quality of cadres at the grassroots level.
Regarding the plan to arrange headquarters and public assets of newly established wards, it is maintained on the basis of existing headquarters and public assets of old communes.
Regarding the plan to convert some basic papers of individuals and organizations, in order to create conditions for people to convert related papers and documents, after establishment, An Giang Provincial People's Committee will direct the police agency and relevant units to develop a plan to implement paper conversion for people. Assign people in charge of the area, schedule work with citizens according to each neighborhood; in which priority is given to cases where people have immediate and urgent conversion needs.
When there is a Resolution of the National Assembly Standing Committee, An Giang Provincial People's Committee will direct the police agency, in coordination with newly established wards, to exchange the seals of agencies and organizations in the area to be consistent with the name of the new administrative unit, ensuring compliance with the provisions of the Law and the guidance of relevant agencies and units.
The establishment of wards under An Giang province is in accordance with the objective requirements of the development process, the Party and State's guidelines and orientations on organizing development space and building a national urban system. At the same time, it is consistent with the plans approved by competent authorities.
