Solving difficulties for Da Nang
Reporting at a recent meeting with Politburo member and Prime Minister Pham Minh Chinh, Mr. Nguyen Van Quang, Secretary of the Da Nang City Party Committee, said that the city has proactively set a growth target of over 10% and budget revenue has increased by over 15% for 2025. To realize this goal, Da Nang is focusing on removing difficulties and obstacles, promoting the implementation of large projects with a total investment of more than 150,000 billion VND. Typical examples are projects such as Van Village, Asia Park Complex, projects of FPT Group, Viettel and many other high-end resort projects. In particular, the city is making efforts to resolve difficulties for 1,340 projects according to Resolution 170/2024/QH15 on specific mechanisms to remove difficulties related to land, creating favorable conditions for investment implementation. Da Nang has completed the dossier to propose the Prime Minister to approve the establishment of a Free Trade Zone and the construction of a regional financial center, urgently completing the infrastructure of Lien Chieu port.
In addition, the city is actively finding solutions to remove difficulties for international-class resort complexes, to attract domestic and foreign tourists. Da Nang has recommended that the Prime Minister and central ministries and branches support the city's proposals, ensuring timely and effective implementation of programs and projects, helping the city achieve a growth rate of over 10% in 2025.
At the above working session, in addition to requiring Da Nang to urgently complete the organizational arrangement according to Resolution 18-NQ/TW in February 2025, Prime Minister Pham Minh Chinh suggested that Da Nang effectively implement Resolution 57-NQ/TW; develop a detailed double-digit growth scenario for each unit; and complete site clearance for the Da Nang - Quang Ngai expressway.
Regarding the proposal for a specific mechanism for the Free Trade Zone and the Financial Center, the Prime Minister noted that Da Nang needs to propose appropriate mechanisms and policies, implement them quickly, decisively, and strive to submit to the National Assembly in May. The Prime Minister also directed the city to build a strict and transparent process in selecting investors, building Lien Chieu port and establishing an innovation center.
Don't waste resources
Da Nang is promoting solutions to remove difficulties for some key projects and remove bottlenecks for socio-economic growth. However, problems with site clearance and administrative procedures are still major challenges that need to be overcome.
The Lang Van Tourism and Resort Urban Complex Project, with an investment of nearly VND44,000 billion, is facing difficulties in site clearance. 9 households in Hoa Hiep Bac ward, Lien Chieu district have not yet received a decision to count, causing obstacles to the implementation progress. The People's Committee of Lien Chieu District has been actively notifying and asking households to contact to complete the procedures. This delay raises concerns about affecting the project's progress, which is expected to become a bright spot for tourism in the city.
Another key project is Viettel's 18-storey building, with a total investment of more than 1,000 billion VND. Although the investment policy has been approved since 2023, this project has only completed the procedures for appraisal of the environmental impact assessment report by the end of 2024. This delay may affect the progress of implementation and putting the project into operation.
Da Nang is also actively addressing 5 complex issues related to land according to Conclusion 77 of the Politburo. These issues include handling 34 land use right certificates at the Ghenh Ban - Bai Da project and Son Tra peninsula, the 181ha Da Phuoc project (Full Moon), collecting financial obligations, handling slow land use, and re-determining land prices for 15 real estate facilities. The city aims to completely resolve these problems in the first 6 months of 2025.
In addition to challenges, Da Nang also recorded positive signals. In early 2025, FPT put into operation subdivision 3 F-Complex, providing a working space for 10,000 employees. This group also plans to deploy 5 key projects in 2025 with a total investment of nearly VND 5,050 billion, showing that the city's development potential is still very large.
