The Ministry of Home Affairs said that in 2024, the whole country has completed the goal of arranging district and commune-level administrative units for the 2023-2025 period so that localities can focus on organizing Party Congresses at all levels in 2025.
The National Assembly issued 1 Resolution and the National Assembly Standing Committee issued 51 Resolutions on the arrangement of district and commune-level administrative units in the 2023-2025 period of 51 provinces and centrally run cities.
In the coming time, the Ministry of Home Affairs will continue to review and propose a plan to merge district and commune-level administrative units for administrative units that do not meet the criteria on area and population according to Resolution No. 35/2023/UBTVQH15 of the National Assembly Standing Committee to proactively plan the arrangement of district and commune-level administrative units for the period 2026-2030.
In particular, Resolution 35/2023/UBTVQH15 of the National Assembly Standing Committee has stipulated the administrative units at district and commune levels subject to arrangement in the period of 2026 - 2030, including:
For district-level and commune-level administrative units with natural areas and population values below 100% of the standards of administrative units corresponding to those prescribed in the Resolution of the National Assembly Standing Committee on standards of administrative units and classification of administrative units;
For district-level administrative units with a natural area of less than 30% and a population of less than 200% of the administrative unit's standards corresponding to the provisions of the Resolution of the National Assembly Standing Committee on the standards of administrative units and the classification of administrative units;
For commune-level administrative units with a natural area of less than 30% and a population of less than 300% of the administrative unit's standards, respectively, as prescribed in the Resolution of the National Assembly Standing Committee on the standards of administrative units and the classification of administrative units.
To ensure the implementation of the goals of Resolution No. 35/2023/UBTVQH, in an interview with the press, Deputy Minister of Home Affairs Truong Hai Long clearly stated the solutions that need to be focused on.
Immediately after the National Assembly Standing Committee passes the Resolution on the arrangement of administrative units, localities need to urgently issue a Plan to implement the Resolution of the National Assembly Standing Committee on the arrangement of district and commune-level administrative units of localities.
Deputy Minister Truong Hai Long suggested that the locality continue to do a good job of propaganda on the Resolution on the arrangement of administrative units to create consensus among all classes of people; Immediately complete the arrangement of the apparatus, implement the plan to arrange cadres, civil servants, public employees, and non-professional workers;
Implement the settlement of regimes and policies for redundant cadres, civil servants, public employees, and non-professional workers, arrange and handle redundant headquarters and public assets;
Quickly resolve document conversion for agencies, organizations and citizens in the area... to soon stabilize the organization and operation at the newly formed administrative unit after the arrangement.
