Vice Chairman of the City People's Committee Nguyen Manh Quyen concluded and directed as follows: The situation of "pink" markets, "temporary" markets and small-scale slaughterhouses for livestock and poultry has not ensured long-standing and complicated conditions, negatively affecting food safety, urban aesthetics, the environment and causing unequal competition.
This issue requires the drastic and synchronous participation of the entire political system from the city to the grassroots. The City People's Committee acknowledged and commended localities for being proactive, making efforts to implement, and achieving positive results; especially communes and wards with no "parastard markets, temporary markets" when implementing the 2-level local government model.

However, there are still localities that have not strictly implemented the instructions as proposed by the Department of Industry and Trade or have not handled it thoroughly, allowing a recurrence. Request units to learn from experience and strictly implement the instructions of the City People's Council and the City People's Committee.
The City People's Committee assigned the Department of Industry and Trade to develop a detailed plan for handling tocks and temporary markets (classification, solutions, roadmap); report before October 15, 2025. Guiding localities to establish temporary slaughterhouses to ensure hygiene standards. Review capacity increase, control safety conditions at existing facilities. Strengthen the arrangement of veterinary staff at the grassroots level. Propose to increase the capacity of existing slaughterhouses for livestock and poultry.
The Department of Finance coordinates with the Department of Agriculture and Environment and related units to review and propose specific mechanisms to shorten investment procedures. Propose policies to support loans, fees, prices, and guide investment procedures.
The city police closely coordinate with functional forces to strengthen inspection and control of the transportation and slaughter of livestock and poultry, strictly handling goods of unknown origin and not quarantine.
Regarding the review and planning of production and livestock production areas: Assign the Department of Agriculture and Environment to preside over and coordinate with the Departments, branches and localities of the City and relevant provinces to review agricultural and livestock production areas.
Propose a planning direction in the direction of concentration, regional linkage, high technology. Research on a multi-storey livestock farming model: apply a multi-storey barn system, automation, emission reduction, increase efficiency.
Regarding the research on the construction of a regional inspection and testing center: Assign the Department of Health to preside over and coordinate with relevant departments and branches to urgently study and invest in a regional inspection and testing center in Hanoi. The center has the capacity to check food safety, quality control, fight counterfeit goods, and support market management.
