On May 26, information from the Khanh Hoa Provincial Party Committee said that the locality had just issued a preliminary report on 1 year of operating the apparatus of the political system and local government at 2 levels.
According to the report, in the process of implementing the 2-level local government model, Khanh Hoa has proactively innovated leadership and management methods; built many models and creative ways of working suitable to reality, contributing to improving the operational efficiency of the political system and the quality of service to people and businesses.
Notably, the Standing Committee of the Khanh Hoa Provincial Party Committee is one of the first localities in the country to issue a thematic resolution on double-digit economic growth.
The province also takes the results of implementing breakthrough and key tasks as an important criterion in evaluating and ranking quality annually for collectives and individuals holding leadership and management positions.
The Provincial People's Committee also issued the "Handbook guiding the order and procedures for compensation, support, and resettlement when the State recovers land in Khanh Hoa province", to support agencies, organizations, businesses and people to look up and implement the correct procedures.
Khanh Hoa is also one of the first localities to apply a set of work performance measurement tools (KPI) for all officials, civil servants, and public employees on a software platform integrated into the electronic operating system.
Along with that, the multi-sectoral integrated Intelligent Monitoring and Operation Center (IOC) model is being built to form a "digital brain" to serve direction and operation.
In the context of operating the 2-level government model after the province's merger, IOC Khanh Hoa has become a platform for connecting interconnected data without going through the district-level intermediary layer, allowing provincial leaders to directly monitor the targets of 65 communes and wards in real time.
Khanh Hoa Provincial Party Committee also proactively organizes national-level scientific conferences associated with science and technology, innovation and local development goals.
In addition, the province is implementing the "superiors accompany and support subordinates" model, establishing many specialized working groups to support communes and wards in the fields of digital government, KPI, Project 06, online public services, internal affairs, finance, agriculture and environment.
Khanh Hoa determines to continue reviewing and arranging public non-business units in the direction of streamlining, reducing focal points, improving operational efficiency; promoting financial autonomy mechanisms, organizational structure and personnel for eligible units.
At the same time, restructure state-owned enterprises in the direction of improving operational efficiency, focusing on essential and important areas for socio-economic development of the locality.
