On June 25, Lao Cai Provincial People's Committee issued a document requesting departments, branches, units and People's Committees of communes and wards to implement the Vietnam - China Border Trade Agreement according to the direction of the Government.
Accordingly, the Department of Industry and Trade is assigned to proactively monitor the market situation and advise on solutions to promote export growth in the last months of 2026.
At the same time, the unit needs to promptly update new import regulations and standards of China to guide businesses and cooperatives to restructure production, promote official exports, and meet requirements for quality, traceability and quarantine.
The province also requested to strengthen information exchange with functional agencies of Yunnan province and Hongsha prefecture (China), as well as the Vietnamese Trade Office in Kunming to promptly grasp changes in trade policies, ensuring stable and smooth import and export activities.
In addition, trade connection and trade promotion activities with Chinese partners will continue to be promoted to effectively exploit the potential for economic cooperation across borders. The work of preventing and combating smuggling, trade fraud and illegal transportation of goods is also identified as a key task.

For the field of investment attraction, the Department of Finance is assigned to coordinate with central ministries and sectors to promote investment promotion, improve the business environment, prioritize attracting foreign-invested enterprises, especially Chinese enterprises, to invest in logistics infrastructure and commercial infrastructure in the province.
In the field of agriculture, the Department of Agriculture and Environment will strengthen the management of export raw material areas, guide people and businesses to strictly implement regulations on quality, food safety, and traceability. The issuance and management of planting area codes and packaging facility codes continues to be promoted to fully meet the technical requirements of the Chinese market.
The Provincial Economic Zone Management Board is assigned to implement solutions to create maximum convenience for import and export activities, especially during the agricultural harvest season and holidays, contributing to reducing congestion in the border gate area.
Meanwhile, the Provincial Border Guard Command strengthens control of people and vehicles entering and leaving the country, coordinates to combat and prevent poor quality goods, counterfeit goods, goods infringing on intellectual property rights and acts of trade fraud on the border line.
Sub-Department of Customs Region VII continues to review and optimize nghiệp vụ procedures, simplify procedures to shorten the time for customs clearance of goods through provincial border gates.
People's Committees of communes and wards are required to promote propaganda and mobilize people, cooperatives and businesses to change production thinking, strongly shift from small-scale exports to official exports; strictly manage production areas, supervise the use of planting area codes, and prevent the situation of forgery or fraudulent issuance of issued codes.
The synchronous implementation of the Vietnam - China Border Trade Agreement is expected to create more momentum for import and export activities, improve the competitiveness of local goods, and at the same time contribute to promoting the gateway advantage of Lao Cai with the Chinese market.
