On June 24, Lao Cai Provincial People's Committee informed that the province has just issued document No. 6411 on strengthening and supplementing human resources for the commune level, in order to ensure that the contingent of cadres and civil servants meets the requirements of operating the 2-level local government model.
Lao Cai Provincial People's Committee requests departments, branches and People's Committees of communes and wards to urgently comprehensively review the current situation of the contingent of officials and civil servants; assess the level of response according to job positions and assigned tasks, thereby clearly identifying the need for human resource supplementation in each field.
Based on the staff assigned in the last 6 months of 2026, localities will develop commune-level civil servant recruitment plans according to regulations, ensuring they are suitable for the reality of each unit.
Through initial review, many communes and wards are lacking human resources or not meeting professional requirements in fields such as finance - budget, justice, land, construction, agriculture, information technology and digital transformation. The inability to recruit immediately increases work pressure at the grassroots level.
To ensure smooth operation, the Provincial People's Committee allows localities to sign labor contracts to support the performance of professional tasks. Contract workers are not included in the payroll, funds are guaranteed by the budget and are outside the administrative salary fund.

The signing of contracts applies to positions that have been approved but do not have suitable personnel, or have but do not meet requirements; at the same time, prioritizing localities that are implementing key programs and projects with large workloads. The maximum contract term is 24 months.
In parallel, the province requires flexible mobilization, arrangement, and reception of officials from other agencies and units to overcome the situation of local surplus and shortage between localities.
Lao Cai Provincial People's Committee requests the People's Committees of communes and wards to report the results of the review and propose human resource needs before June 25, 2026, to the Department of Home Affairs for synthesis and advice on implementation plans.
The Department of Home Affairs is assigned to preside over advising on the plan to assign official staff to the commune level, and at the same time guide, inspect, and urge the implementation and propose mechanisms related to labor contracts, ensuring human resources to effectively serve the 2-level local government model.
