Enterprises have difficulty accessing loans
According to statistics from the State Bank of Vietnam, branch 11, from the beginning of the year to the end of July 2025, the total mobilized capital in Dak Lak province is estimated at 156,535 billion VND, an increase of 10.4% compared to the beginning of the year.
For the preferential credit package for agriculture, forestry and fishery of VND100,000 billion, by early August 2025, credit institutions had only disbursed and lent about VND220 billion.
Meanwhile, agriculture, forestry and fishery are one of the "backbone" sectors that contribute greatly to the socio-economic development of the locality.

According to research, the slow disbursement of preferential loans by credit institutions in the province as required by the State is due to many reasons.
Mr. Nguyen Minh Tam (a business owner operating in the field of agricultural product production and purchasing in Dak Lak province) said: "I have completed procedures to borrow only 5 billion VND to buy materials, machinery, and fertilizers to grow durian and coffee. After waiting for more than 2 months, I have not yet received a disbursement because the bank requires strict procedures and documents.
Customers have to prove all invoices, documents, cash flow management... causing me many difficulties. Meanwhile, I really need money to reinvest, pay workers' salaries... If the bank does not accept to lend me a preferential credit package of 100,000 billion VND, I will consider another option".
Even when listening to the reporter mention the above loan, Ms. N.T.H - representative of V.N.P Agricultural Company Limited confirmed: "When I heard the reporter mention it, I learned about this preferential loan. Every year, we collect about 1,000 tons of durian for people in Dak Lak.
At the same time, I also plan to buy machinery, expand cultivated land, and grow durian. I will research procedures to access the loan but am only afraid of many cumbersome regulations and procedures".
A leader of a joint stock commercial bank branch located in Dak Lak province admitted: "In recent years, the disbursement of preferential credit loans as required by the State in the province has always been slow.
After a preferential period, lending interest rates are often floating and fluctuating erratically, causing businesses to not dare to borrow capital to develop production and business.
"Given the tightening of financial and credit regulations, many bank officials are afraid of risks and do not boldly approve loan applications even to the right subjects.
The most personal concern of banks is that lending to the wrong subjects will be very risky, easily being inspected and examined by competent authorities," added the leader of the bank branch.
Focus on disbursing loans, removing difficulties for businesses
According to statistics from the Dak Lak Provincial Department of Finance, the number of enterprises operating in the province to date is 18,943. Of which, there are 17,853 enterprises and 1,090 branches of enterprises outside the province.
In the first 7 months of 2025, the province had 1,046 enterprises temporarily suspended operations, 173 enterprises dissolved. The fact that businesses in the area are in disarray is partly due to difficulty accessing preferential loans to pay wages to workers, maintain production and business activities...
Speaking to Lao Dong Newspaper, Mr. Truong Cong Thai - Vice Chairman of Dak Lak Provincial People's Committee - said: "The Provincial People's Committee has requested the State Bank of Region 11 to request credit institutions in the area to focus on disbursing preferential loans to businesses. Thereby, helping units overcome immediate difficulties and maintain production and business activities".
According to Mr. Thai, only when businesses are flexible and have flexible cash flow and capital flows can they live well to overcome the difficult period. This is also one of the options for the locality to reduce the number of unemployed workers.
At the same time, credit institutions continue to reduce cumbersome and unnecessary procedures in the process of loan disbursement. However, the units must ensure that the disbursement procedures and borrowers comply with current regulations.
In April 2025, the State Bank officially launched a credit package of VND100,000 billion for the agriculture, forestry and fishery sector to support production and reduce capital costs for people. The borrowers are customers with valid projects and production and business plans. At least 15 commercial banks will implement this credit program.
