From July 1, 2026, Decree No. 137/2026/ND-CP dated April 7, 2026 of the Government on managing multi-level business activities officially takes effect, replacing previous regulations on managing multi-level business activities.
To contribute to the country's growth goals, many regulations that facilitate business operations will officially come into life such as: No fees for appraising dossiers requesting the issuance/revision/extension of certificates of registration of multi-level marketing activities; abolishing procedures for notifying changes in goods list information; reducing 30-50% of the time to resolve administrative procedures; reducing many types of periodic reports; simplifying many components of dossiers in administrative procedures; increasing the scale of conferences, seminars, and training, requiring notification to the Department of Industry and Trade before implementation...
From July 1, 2026, multi-level marketing businesses will also officially use electronic contracts to sign contracts with multi-level marketing participants, effectively solving the problem of storing and managing large quantities of contracts, helping to reduce costs and increase corporate governance efficiency.
The powers temporarily decentralized from the Ministry of Industry and Trade to the Departments of Industry and Trade according to Decree No. 146/2025/ND-CP are also officially decentralized in Decree No. 137/2026/ND-CP such as: Recognition of multi-level marketing legal knowledge training programs; inspection of multi-level marketing legal knowledge; inspection of focal points knowledge in localities; inspection and supervision of the operation of multi-level marketing legal knowledge training institutions and notification of termination of multi-level marketing activities.
In addition, regulations aimed at expanding the authority and improving the proactiveness of local authorities in multi-level marketing management will also be implemented, especially the authority to revoke the confirmation of registration of multi-level marketing activities in the locality when enterprises do not maintain regular activities of presence in the locality as registered.
The official entry into force of Decree No. 137/2026/ND-CP marks an important step in the completion of the legal framework for managing multi-level business activities, contributing to building a transparent and healthy business environment, protecting the legitimate rights and interests of participants, and creating favorable conditions for businesses to operate in accordance with the law and develop sustainably.
