Right after EVN announced an increase in electricity prices to 4.8%, many landlords also increased their electricity bills. It is worth mentioning that this price is much higher than the current regulations.

In Decision 599/QD-EVN, EVN announced that the average retail price of electricity increased from VND 2,103.11 to VND 2,204.07/kWh (excluding VAT), equivalent to an increase of 4.8% from May 10, 2025.

Immediately after EVN increased electricity prices, many landlords adjusted electricity prices to increase. Instead of applying the prescribed price, many homeowners have increased the electricity price by 1,000-2500 VND/kWh.

Talking to Lao Dong, Ms. Dao Tram Anh (Cau Giay, Hanoi) said that immediately after receiving information from EVN about the increase in electricity prices, the landlord she is renting immediately announced an increase in electricity bills and will apply it from the beginning of June.

"It has been a year since I rented this room, the landlord has charged a very high electricity price compared to the market at 4,000 VND/kWh. Immediately after EVN announced the increase in electricity prices, the landlord immediately raised the price to 4,500/kWh. Meanwhile, it is a hot summer with high temperatures, the demand for electricity is very high.

With the old price, last month the weather was not too hot, I lost nearly 500,000 VND in electricity bills. The landlord increased the price at the right time in the summer, my electricity price must have increased to 800,000-900,000 VND/month" - Ms. Tram Anh was upset.

Ms. Tram Anh said that the landlord explained to the tenants that her decision to increase this electricity price was based on market price fluctuations, hoping that everyone would understand and cooperate.

With a private meter with an old electricity price of VND3,800/tael, often using a computer, air conditioner, heater, washing machine, Mr. Ngo Van Dung - a first-year student staying in Tan Trieu area (Thanh Tri, Hanoi) had to save a lot. This morning, Mr. Dung was surprised because the landlord announced an increase in electricity prices from VND 3,800/kWh to VND 4,500/kWh.

"The landlord has increased the rental price, if anyone refuses, they should notify to move. In fact, landlords charging electricity prices higher than market prices is almost an underlying law, requiring 4,000 VND/kWh almost anywhere.

Very few boarding houses use electricity at a low cost, if any, it is students and workers who rent a house and pay for it themselves. It is worth mentioning that even if the electricity price is high, students or workers have to sadly accept it, otherwise they will not have a place to live" - Mr. Dung sadly said.

According to current regulations on electricity prices, for students and workers renting houses for living in cases where the rental period is less than 12 months and the homeowner cannot fully declare the number of electricity users, the retail price of household electricity of level 3 will be applied: From 101 - 200 kWh (ie 2,380 VND/kWh) for the entire electricity output measured at the meter.

In case the landlord declares the full number of electricity users, the electricity seller shall issue the norm for the owner to base on the temporary residence book or the temporary certificate of temporary residence of the local police agency; For every 4 people are counted as a household using electricity to calculate the number of norms for the application of the electricity retail price.
