Hanoi Department of Construction has just issued a notice on adjusting traffic organization; guiding the implementation of traffic diversion plans, arranging parking spots for vehicles, public passenger transport by bus, locations of stations, bicycle parking spots and transit parking lots connecting public transport to serve the pilot phase 1 of "Low emission zones in Ring Road 1, Hanoi City".
According to the plan, the traffic organization adjustment is divided into two areas with different organizational plans.
For area 1, the scope of application is roads located in the pedestrian street space of Hoan Kiem Lake, Hanoi Old Quarter and night markets in Hoan Kiem ward.
The area is limited by 12 streets including Trang Tien, Hang Khay, Le Thai To, Hang Dao, Hang Ngang, Hang Buom, Ma May, Hang Bac, Hang Mam, Nguyen Huu Huan, Ly Thai To and Ngo Quyen.
In this area, Hanoi City continues to maintain the pedestrian street space of Hoan Kiem Lake, Hanoi Old Quarter and night market as it is now. At the same time, motorbikes, motorcycles and cars of all kinds are prohibited from operating from 7 pm to 12 am on Fridays, Saturdays and Sundays every week.
The regulation does not apply to vehicles under the management of the Ministry of National Defense and the Ministry of Public Security.
For area 2, the scope of application is roads located inside the road including Trang Thi; Tho Nhuom (section from Trang Thi to Hang Bong); Hang Bong (section from Tho Nhuom to Phung Hung); Phung Hung (section from Hang Bong to Le Van Linh and from Le Van Linh to Phan Dinh Phung); Phan Dinh Phung (section from Phung Hung to Hang Dau); Hang Dau; Tran Nhat Duat; Tran Quang Khai; Trang Tien and Hang Khay, including the Old Quarter area and the area around Hoan Kiem Lake.
For passenger cars using fossil fuels, the city prohibits cars with more than 16 seats from operating during peak hours from 6:00 AM to 9:00 AM and from 4:00 PM to 7:30 PM daily.
This regulation does not apply to buses, school buses and vehicles under the management of the Ministry of National Defense and the Ministry of Public Security.
To meet the needs of picking up and dropping off passengers in a limited time, Hanoi City arranges four transfer points with painted lines and signs on Ba Trieu street (section from Hang Khay to Hai Ba Trung), Tran Nhat Duat street (section from Cao Thang to O Quan Chuong), Tran Quang Khai street (section in front of the Printing Factory, from Hang Mam to Hang Thung) and Tran Khanh Du street (section in front of the Museum of History).
In addition, cars with more than 16 seats, except for buses and school buses, are also prohibited from stopping and parking on surrounding roads during two peak hours from 6:00 AM to 9:00 AM and from 4:00 PM to 7:30 PM daily.
For trucks using fossil fuels, traffic continues to be implemented according to Decision No. 01/2026/QD-UBND dated January 4, 2026 of the Hanoi People's Committee regulating the operation of road vehicles in the city and Decision No. 52/2026/QD-UBND dated April 30, 2026 amending and supplementing some contents of this decision.
In addition to the traffic diversion plan, the Hanoi Department of Construction also announced a plan to organize public passenger transport by bus to serve the pilot low-emission area.
Accordingly, passengers using bus routes subsidized by Hanoi City budget (excluding business buses and tourist buses) will be exempt from fares for journeys within Ring Road 1 from July 1, 2026 to the end of June 30, 2027.
According to the Hanoi Department of Construction, as of July 1, 2026, there are 45 bus routes and branch routes operating within Ring Road 1. Of which, 29 routes and branch routes have starting and ending points located on and within Ring Road 1, and 16 routes and branch routes have routes passing through this area.
The pilot program will be implemented from July 1, 2026 to the end of December 31, 2026.
