The tournament was organized by the Vietnam Department of Physical Education and Sports, the Department of Culture and Sports of Ho Chi Minh City in coordination with the Vietnam Bicycle - Motor Sports Federation, attracting more than 250 athletes from 12 provinces, cities and sectors with a strong cycling movement across the country.

Speaking at the opening ceremony, Mr. Cao Van Chong - Deputy Director of the Department of Culture and Sports of Ho Chi Minh City, Head of the Organizing Committee of the tournament emphasized that this is an important sporting event, contributing to promoting the cycling training movement nationwide, and at the same time an opportunity for localities to review their forces, towards major international tournaments such as the 33rd SEA Games.

The tournament takes place from July 28 to August 7, with 2 main competitions: school bicycles and mountain bicycles. Athletes compete in 28 events for men and women, including outstanding events such as: individual scoring, team timing, Olympic bronze relay, individual mountain climbing, etc.
Immediately after the opening ceremony, the competition events took place enthusiastically with the women's 30km and men's 40km points race. The organizing committee said that it has closely coordinated with local units to survey and carefully prepare for expertise and track safety.

The tournament is not only a highly professional playground but also a practical cultural and sports activity, contributing to promoting the image, tourism potential and new appearance of Ho Chi Minh City after the administrative merger.
