On March 11, at the University of Transport (Hanoi), the Ministry of Education and Training organized a seminar to collect opinions on the draft Standard program for university-level training in railways.

Speaking at the introduction, Mr. Dang Van Huan - Deputy Director of the Higher Education Department (Ministry of Education and Training) said that in the past time, the Ministry of Education and Training has built more than 20 sets of training program standards, serving strategic technology fields such as: Semiconductors, nuclear power, talent programs, satellite technology, space and currently the railway sector,... to form a minimum standard framework, creating a foundation to ensure the quality of training for universities when deploying human resource training in this field.

In which, railway human resource training at universities is expected to be divided into two groups.

The first group is training according to business orders, funding is paid by businesses and training institutions must meet training program standards.

The second group is excellent, excellent students studying core programs, who can receive government scholarships. Universities can build in-depth talent training programs to train human resources capable of mastering technology in the future.

For Vietnam to master railway technology, Mr. Huan believes that it is necessary to build a human resource capable of receiving and developing new technologies. Therefore, standardizing training programs is an important requirement, creating a basis for schools to deploy training, while ensuring transparent competition and improving the quality of human resources.

Speaking at the seminar, Assoc. Prof. Dr. Nguyen Van Hung - Rector of the University of Transport and Communications said that immediately after being assigned by the Ministry of Education and Training to preside over the development of the Standard curriculum for training at all levels of higher education in the field of railways, the Advisory Council for building the Standard curriculum for training at all levels of higher education in railways was established.

The University of Transport quickly established specialized sub-committees to research and develop draft standard training programs for the railway industry.

The construction process is implemented scientifically, with reference to the experience of training railway engineers from many countries with developed railway systems as well as the practical experience of more than 60 years of implementing the training program for railway systems at the School.

Need to increase internship time, have mechanisms to attract learners

Prof. Dr. Le Anh Tuan - Deputy Secretary of the Party Committee of Hanoi University of Science and Technology said that using budget to cooperate in training, combining online and direct learning models with international universities will help domestic schools accelerate progress.

According to Mr. Tuan, to master the high-speed railway system, the core approach is to "take shortcuts to catch up" by cooperating and immediately referring to the programs of leading Chinese universities such as Peking University of Transport or Tongji University. At the same time, the specialized engineer system must be designed from 160-180 credits with at least one full-time internship semester at the enterprise.

We cannot let students graduate with only theoretical standards but lack practical experience" - Prof. Dr. Le Anh Tuan emphasized, and at the same time proposed that the Drafting Committee add foundational majors such as Mechanical Engineering and Material Engineering to the training group to serve the specialized railway material manufacturing segment.

Contributing opinions to the draft, Assoc. Prof. Dr. Bui Phu Doanh - Vice Rector of Hanoi University of Civil Engineering said that one of the major concerns of universities today is the enrollment problem for specialized technical majors.

From there, Mr. Doanh proposed that, to standardize the quality of graduates, it is necessary to abandon the old way of designing output standards, switching to direct access to international education accreditation standards. At the same time, management agencies need to allow the development of an open credit framework so that schools can proactively adjust programs, combined with specific scholarship policies to attract good students.

Accepting opinions from the professional council, the University of Transport and Communications said that the drafting committee will continue to complete the draft in the direction of building an open training ecosystem, strongly integrating digital transformation, thereby soon providing society with a high-quality human resource for the railway industry according to international standards.
