The Ministry of Public Security has just announced the structure and format of the exam questions and sample questions for the 2026 computer-based assessment exam for citizens who have graduated from universities outside the Public Security sector (Military Diploma 2 exam).
The Diploma 2 Public Security exam consists of 2 parts. Part 1: Compulsory essay part (Social commentary on political, economic, cultural - social issues).
Part 2: Optional multiple-choice section. Candidates choose 1 of 4 exam subjects: Advanced mathematics, Macroeconomics, Philosophy, State theory and law.
The total score of the exam is 100 points; of which, the compulsory essay part is 30 points; the optional multiple-choice part is 70 points. The proportion of assessment papers: 20% know, 30% understand; 50% apply. Exam time is 150 minutes, on computer.

In 2026, the Ministry of Public Security continues to assign People's Police academies and schools to enroll 530 full-time university training quotas for newly recruited citizens who have graduated from non-Police sectors.
Candidates choose 1 of 4 exam codes to take the exam by major, group of majors, and registered school.
In which, the People's Security Academy and the People's Security University (security nghiệp vụ industry group); the People's Police Academy and the People's Police University consider admission codes CA1, CA2, CA3, CA4; the Information Security industry of the People's Security Academy and the Fire Prevention, Fighting and Rescue industry of the Fire Prevention and Fighting University consider admission code CA1; the Academy of Technology and Security Technology consider admission codes CA1, CA2.
The admission score is the total score of the Ministry of Public Security's Second Diploma entrance exam converted to a 30-point scale rounded to 2 decimal places plus regional priority points, subject priority points according to the regulations of the Ministry of Education and Training, and bonus points according to the regulations of the Ministry of Public Security.
According to the Department of Training, one of the reasons for the Ministry of Public Security to decide to apply computer-based exams to this exam is that candidates have graduated with a Fair level of university or higher, have a relatively uniform level of education, access and use of information technology. This is favorable for the deployment of computer-based exams, ensuring safety, stability, and minimizing technical risks in the early stages.
In addition, the content and structure of the exam questions of this exam are suitable for assessment on a digital platform, allowing the application of multiple-choice questions and situational questions, thereby promoting the advantages of computer-based exams in assessing students' thinking ability, analytical ability and problem-solving ability.
In particular, through organizing computerized exams for this exam, the Ministry of Public Security has the conditions to comprehensively review the technical system, organizational processes, security and safety assurance plans, as well as coordination between relevant units in actual conditions.
