The Office of the Provincial People's Committee has just issued Document No. 5242/VPUBND-VP7 dated August 27, 2026 on temporarily suspending the implementation of the plan to recruit public employees to work as teachers in 2026 at public educational non-business units in the area.
Previously, on June 8, 2026, Ninh Binh Provincial People's Committee issued Decision No. 2055/QD-UBND approving the plan to recruit public employees as teachers in 2026 at public educational non-business units under the Department of Education and Training and commune-level People's Committees.
However, after the Central Government and Ninh Binh Provincial Party Committee have new decisions on assigning personnel in 2026, the province must implement the process of assigning personnel to agencies, units, and localities according to regulations. Specifically, implementing Decision No. 185-QD/TW dated June 2, 2026 of the Central Executive Committee on personnel in 2026 and Decision No. 321-QD/BTCTW dated June 15, 2026 of the Central Organization Committee on assigning personnel to Ninh Binh province, on August 5, 2026, Ninh Binh Provincial Party Committee issued Decision No. 768-QD/TU assigning personnel targets to the State sector of the province.
According to regulations, Ninh Binh Provincial People's Committee is responsible for submitting to the Provincial People's Council for consideration and promulgation a resolution on assigning staff to cadres and civil servants in the local government bloc and the number of people working and receiving salaries from the budget in public non-business units that have not self-sufficiently ensured regular expenditures.
Based on the resolution of the Ninh Binh Provincial People's Council, the Provincial People's Committee will decide to assign specific personnel to each agency, unit, and locality.
Therefore, to ensure the management and use of staff and recruitment of public employees in 2026 in accordance with legal regulations, Ninh Binh Provincial People's Committee agreed to temporarily suspend the implementation of the plan to recruit public employees as teachers approved in Decision No. 2055/QD-UBND dated June 8, 2026.
This suspension is aimed at waiting for the decision to assign new staff of the Provincial People's Committee, as a basis for re-determining the needs and targets for teacher recruitment in each unit.
After having the decision to assign staff for 2026, the Provincial People's Committee requested the Department of Education and Training to urgently coordinate with the Department of Home Affairs, commune-level People's Committees and relevant agencies and units to review the needs of using public employees, assigned staff quotas and job positions.
Based on the review results, the Department of Education and Training will advise the Provincial People's Committee on a plan to recruit civil servants to work as teachers in the province.
The Provincial People's Committee requests that the recruitment plan must ensure compliance with legal regulations, publicity, transparency, objectivity and be suitable to the actual needs of public educational units.
