Article 1 of Circular 03/2026/TT-BGDĐT stipulates the code of conduct for teachers (effective from January 30, 2026) stipulates the scope of regulation and subjects of application as follows:

1. This Circular stipulates the code of conduct for teachers in educational institutions under the national education system.

2. This Circular applies to teachers performing teaching and education tasks in educational institutions under the national education system.

3. Teachers in educational institutions under the people's armed forces, teachers under the armed forces assigned to educational institutions shall implement the code of conduct according to the provisions of this Circular and other relevant legal regulations.

Article 9 of Circular 03/2026/TT-BGDĐT stipulates the code of conduct for teachers (effective from January 30, 2026) stipulating the conduct with the community as follows:

1. Comply with and adhere to regulations and rules in public places; respect the common space of the community; behave civilized, polite, proper, and protect the environmental landscape when participating in community activities.

2. Promote the spirit of voluntariness, self-awareness and active participation in social activities; environmental protection; effectively implement and coordinate the implementation of charity and humanitarian movements and activities, taking care of the poor, vulnerable and disadvantaged groups in society according to the provisions of law; participate in and spread the movement to build a learning society, develop reading culture, encourage learning, and encourage talent.

3. Actively spread human values, good deeds, beautiful images, and cultural behaviors in society and schools to the community; proactively participate in communication and propaganda about education, combat fake news related to the field of education and teachers on official social network channels; publicize and transparently disclose relevant information when participating in social activities.

4. Not participating in or supporting superstitious activities and activities that cause division in the great national unity bloc.
